日前，记者从青岛方面获悉，青岛西海岸经济新区申报国家级新区一事，在征求部委意见阶段结束后暂时搁浅。
青岛西海岸新区亦称黄岛新区，面积2100平方公里，2011年纳入国务院批复的山东蓝色半岛经济区规划，青岛方面更进一步申报国家级新区，原计划“争取在2012年内获得中央批复”。
在10月25日举行的青岛西海岸文化发展产业论坛期间，青岛西海岸新区管委会一位官员证实，申报国家级新区一事暂时没有进展，“有关方面答复我们，中央有关部门认为，批准新区要有统一标准，目前正在研究制定批准新区的标准”。
这一消息意味着，此前盛传已久的“国家级新区审批已经关门”的消息被间接证实，而今后是否延续新区这一特有的区域发展思路，尚不清晰。
“青岛后100年看西海岸”
从青岛市区向西南穿过8公里的胶州湾海底隧道，便到了青岛西海岸经济新区的辖区。这个新区，被青岛寄予厚望。
“作为大青岛发展格局中的重点板块，西海岸经济新区定位于做大做强，承担着再造一个青岛港、再造一个青岛经济总量、再造一个青岛新主城的重任。”山东省委常委、青岛市委书记李群表示。
青岛西海岸经济新区管委会副主任王志军则表示，“青岛前100年发展重点是东海岸，后100年甚至更久，发展希望和空间在西海岸。”
2011年，青岛生产总值达到6615.6亿元，人均生产总值超过1.1万美元，处于工业化后期向后工业社会转型的关键时期，而青岛30年来发展而成的既有空间格局——东海岸，空间已经基本饱和，缺地、缺空间，有项目落不下、产业升级受阻、功能释放受限。放眼青岛全域，只有西海岸区域具有发展空间和潜力。
根据2012年1月10日青岛市委常委扩大会议通过的西海岸经济新区规划，这片陆域面积2096平方公里、海域面积约5000平方公里的地域，被规划为“一核两港五区”。即新区中心区，前湾港和董家口港，保税功能拓展区、国际经济合作区、董家口经济区、西海岸国际旅游度假区、古镇口服务保障区五大经济功能区。
到2020年，西海岸新区生产总值力争达到8000亿元，人口规模280万，城镇化率达到90%以上，远期规划人口规模则达480万人。
不影响规划建设
事实上，从整个青岛的城市发展史来看，跨越胶州湾向西海岸拓展，是这30年青岛一以贯之的思路。
在1984年确定的首批14个沿海开放城市建设经济技术开发区时，青岛即将开发区选址在西海岸的黄岛。2001年4月，青岛市政府明确提出，青岛要跳出东海岸老城区向西海岸发展。其后，对青岛发展意义非凡的青岛港和北船重工，向西海岸地区迁移。2011年6月30日，青岛海底隧道和跨海大桥同时贯通，建立起东西海岸区域间便捷的交通联系。2012年12月，青岛黄岛开发区与胶南市正式合并组成黄岛新区，亦即西海岸经济新区。
在今年3月的全国“两会”上，青岛市长张新起向参加山东代表团审议的时任国务院副总理李克强建议，“将青岛西海岸经济新区这个板块上升为国家级新区，赋予浦东、滨海、舟山新区同样的优惠政策，以更好地形成山东半岛蓝色经济区乃至山东发展的战略支点和我国海洋经济发展更高的政治平台”。
对于申报国家级新区未取得如期进展，前述新区管委会官员表示，这并不会影响到西海岸新区按照原来的规划建设、发展。
目前当地正在大力推进以“东方影都”项目为代表的文化产业的发展。由万达集团投资超过300亿元建设的该项目，由青岛市长亲自兼任项目推进小组组长。
“青岛的工业、物流很多都在西海岸地区，但我们的短板是文化，发展文化产业就是补短板。”西海岸新区管委会副主任王志军说。他希望通过文化产业的发展，来改变西海岸地区的产业和人口结构。
