说明称：一、市领导和有关部门重阳节慰问100岁老人情况属实。10月11日上午9点40分，重阳节来临之际，宁国市委常委、副市长汪军和市民政局局长俞安林、河沥溪街道办事处主任向经强以及市老龄办、河沥溪街道办事处民政所工作人员，来到宁国市西津街道办事处宁国花园16幢1单元101室共同看望慰问了我市百岁老人程延春，送上节日的祝福以及慰问金。程延春老人今年103岁，是目前宁国市年龄最大的老人(老人户籍为宁国市河沥溪街道办事处长虹村九宫庙组65号，现居宁国市西津街道办事处宁国花园16幢1单元101室大儿子家)，慰问期间，其儿子和媳妇均在家中。
二、网民反映的宁国市民政局网站上发布的一组照片中，其中第2张照片为PS合成的情况属实。这5张照片中，第1张和第2张都是10月11日在程延春老人儿子家当天所拍。由于当时老人坐在椅子上在阳台上晒太阳，阳台的空间比较小，照相机镜头不能涵盖慰问老人全部画面，只能在2个角度拍摄，一个角度拍摄的是领导看望慰问画面，另一个角度拍摄的是老人坐在椅子上的画面。市民政局工作人员在上传信息的时候，当时仅考虑到画面的完整性就简单把从2个角度拍的画面进行了合并后上传(也就是网民反映的PS照片)。由此造成不良影响向广大网民表示深深歉意。
三、针对该张照片由于PS原因造成的不良影响，市委、市政府高度重视，迅速反应，要求市民政局立即责令当事人作出书面检查，并在全市范围内通报批评。我们将结合“三进三解三推动”活动，举一反三，深刻反思，加强整改，切实改进干部工作作风。我们将进一步严格信息发布程序，提高工作严谨性与规范性，避免类似事情发生。在此，我们也对各位网友关注、支持我市民政事业发展表示衷心的感谢，同时，希望大家在今后工作中多提宝贵意见和建议，我们将认真汲取教训，切身提高民政工作“以民为本、为民解困、为民服务”水平。
