很快，何时、如何“放开二胎”，社会抚养费收支信息公开等成为了卫计委被舆论热议的新焦点。据新京报记者统计，8月、9月、10月，连续3个月的例行新闻发布会上，关于放开“单独二胎”、生育政策调整的问题，是媒体连续追问和报道的热点。
建立财政投入与保障制度推进医改
就在“生育政策”成为舆论焦点的同时，医疗卫生体制改革则随着机构改革进入“深水区”。
三定方案明确，“将原先由国家发展和改革委员会承担的国务院深化医药卫生体制改革领导小组办公室的职责，划入国家卫生和计划生育委员会。同时，国家卫生计生委增设体制改革司承接国务院医改办具体工作。”此重大变化迅速引发卫生系统内外人士的关注。
国家卫生计生委相关负责人多次表示，医改办设在卫计委，是国家深化医改过程中，解决职责交叉，提高行政效能的体现。今后，体改司承担国务院医改办具体工作，将负责组织、协调、督导有关部门研究、落实医改的重大方针、政策和措施，推进公立医院改革，为推动医改提供强有力的组织保证。
根据医改“十二五”规划，未来两三年，医改的重点内容是医保体系整合、基本药物和公立医院改革，内容更多涉及此次“三定”方案中，国务院赋予国家卫生计生委的职责。
就在昨日，卫计委副主任刘谦在系统内会议上表示，当前和今后一段时期，要通过加快立法，进一步深化医药卫生体制改革，明确政府责任和各部门职责分工，建立财政投入与保障制度，从而为医改的顺利推进保驾护航。

近3个月10余地食药监管理局重组
一个西红柿多头监管成历史
在此轮国务院机构改革中，最受关注的，莫过于食品药品安全监管机构改革。原隶属于卫生部下的副部级单位——国家食品药品监督管理局，整合原分属于质检、工商、卫生部门(部分)的食品生产、流通、餐饮环节的安全监管职能，组建国家食品药品监督管理总局，升格为国务院直属正部级单位。
3月22日清晨，北京西城区宣武门西大街26号院，没有仪式，“国家食品药品监督管理总局”悄然挂牌；同时，加挂“国务院食品安全委员会办公室”牌子，承担国家食品安全综合协调职责。
上述改革意味着已经延续近10年的食品安全分段监管模式走向“终结”。原卫生部副部长(现任国家卫生计生委副主任)陈啸宏说，曾有人开玩笑，称中国的一个西红柿在农贸市场卖归农业管、在超市卖归工商管、做成西红柿酱归质检管、上了餐桌又归食药局管了，这在国际上绝无仅有，“机构改革后，一个西红柿多头监管的乱象将成为历史。”
7月后各地食药监管机构改革“破竹”
新一届中央政府产生后，通过的第一个机构组建方案，就是国家食药总局“三定”方案；通过的第一个文件，则是《国务院关于地方改革完善食品药品监督管理体制的指导意见》。虽说是“指导”而非强制，但《意见》还是给出了一个“望地方遵守”的时间表，省、市、县三级食品药品监督管理机构改革工作，原则上分别于2013年上半年、9月底和年底前完成。
然而，地方食药监局重组，远不像中央国家机关重组，仅是部门和人员的挪移。
食品安全监管的具体执行者、检测设备，本散落在食药监、质监、工商、卫生、甚至经贸(经信委、商委)。在基层，很可能一个处室、一个工作人员、一台机器，都身兼数职。此次职能整合，机构重组，势必涉及同级行政部门，事业单位之间人、财、物(资产)剥离、划转等复杂问题，涉及部门利益，编制，甚至很多工作人员的晋升前景。
至6月30日，省级食药监机构改革“原则”时间表最后一天，青海、甘肃两省同日挂牌组建新的省级食品药品监管局。此前，也仅有上海组建了市食品药品监督管理局。
进入7月后，各地食品药品监管机构改革开始“破竹”，陕西、吉林、山东、安徽、河北、北京、四川、江西……记者梳理发现，过去3个月里，有10省(直辖市)食品药品监督管理局陆续重新组建，正式挂牌成立；另有河南、湖北、山西、内蒙古、广东、贵州、江苏、重庆公布了新的省级食品药品监督管理局“三定”方案。
省级食药监局重组后编制多增加二三十人
纵观各省的食药监机构改革方案，多数与中央保持一致，内设机构中，突出食品安全监管职能，由原来的一个处，扩充为三至四个处。同时，各省都加强了食品药品稽查队伍，广东、江苏、内蒙古等多地药监局下设稽查局，将原来分散于工商、质监、卫生等部门的食品安全执法队伍整合至此。
不过，与此番国务院机构改革不同，省级食药监局重组后，人员编制并未“翻番”，多数在原有编制基础上增加了二三十人。一些省份的“三定”方案还明确增加了事业编，以在现有编制的大格局下，增强稽查力量。
一位正处于机构改革之中的省级食药监局处长坦言，一方面，改革的“主基调”是简政放权，编办对新组建部门的编制卡得非常紧，另一方面，食品安全监管现在最受重视，增加的编制，全部用于扩充食品安全监管相关部门，原有的药品、化妆品、医疗器械监管处室，还可能遭遇合并减编。
据了解，国务院食安委已下达要求，食安办要针对地方食品安全机构改革中反映的人财物划转难度大、技术力量不足等问题，尽快拿出切实可行的解决办法。
北京16区县食药监管局全挂牌
截至目前，已有不少于11省份下发了市县食药机构改革指导意见。
以北京为例，截至9月10日，北京除完成省级食品药品监管局组建和食安办并轨运行外，16区县食品药品监管局全部挂牌完毕。
北京市政府副秘书长、食品药品监督管理局局长张志宽表示，北京力图通过成立食品药品监督管理局，整合北京市食品安全办公室、药监局、质监局、工商局、卫生局的食品药品监管职责，减少监管环节，实现对食品药品的统一监督管理，建立上下联动、运转高效的食品药品监督管理体制。

9月9日至13日 北太平洋地区海岸警备执法机构论坛第14届高官会在俄罗斯符拉迪沃斯托克举行。这是中国海警局组建后，首次在多边海上执法合作平台上亮相。
春节前 目前，在中国海警局总部，海关、公安、渔政等部门的工作人员轮流到这里上班，这种情况已持续数月时间。目前这些机构、人员的调整仍在进行中，重组有望春节前完成。

狠治大气污染 推进电力改革
4月28日 研究制定能源行业大气污染防治方案。
7月29日 国家有关部门对于电力直接交易试点将不再进行行政审批，即下放直购电的审批权。
7月31日 印发《国家能源局近期市场监管工作要点》，被解读为市场监管“十二条”，包括加强可再生能源发电的并网消纳监管、深化电力调度监管等。
8月中旬 结合大气污染防治行动计划，加大对现役燃煤机组污染排放监控力度。
9月16日 有消息称，国家能源局已着手酝酿新一轮电力改革方案。据悉，新方案将涉及电网交易权改革问题，并力推早前由电监会发起但一直实施艰难的直购电交易方式。
9月22日 就首都大气污染防治23个重大能源保障项目与能源企业签订任务书。

这次机构改革特别强调权力下放。强调政府给市场下放权力，发挥市场资源配置作用，特别强调政府对社会下放权力，发挥社会组织的社会管理作用。从年初到目前，新一届政府取消和下放的行政审批事项达200多项，超过本届政府承诺总数的40%以上。改革整体进展还是比较顺利的，但是在落实方案的同时也不排除仍然存在很大的阻力，只有在进行改革的同时研究哪些方面是阻力并加以破解才能达到理想的改革效果。
