上述人士分析，即使祝某被调查，也不会有多大的问题。祝某本人不做生意，只是一个酒店的服务员出身，最多是其负责季建业的起居生活，对季建业的情况了解颇多。
被调查的扬州市发改委官员周某则可能涉及干部任用领域问题。一位扬州市政府的人士透露，在季建业到任扬州之初，周某还只是市政府办公室的一名打字员。她在完成季建业交代的工作外，逐渐获得季的赏识，此后迅速晋升。“季建业在扬州时，平时外出常带着周某。”上述人士说。
公开资料显示，周某从打字员起步，以后历任扬州化工园区管委会经济发展局副局长、扬州化工园区管委会副主任，后升任扬州发改委分管固定资产投资、招投标管理、财政金融、重大基础设施项目等工作的负责人。
截至10月29日晚发稿时，在扬州市发展改革委员会的官方网站上，周某的名字和头像仍保留在“领导分工情况”一栏中。
