温岭事件发生后，浙江省卫生厅和公安厅进行了专题会商，贯彻落实国家卫生计生委办公厅、公安部办公厅《关于加强医院安全防范系统建设的指导意见》，对于强化医院安全防范提出了要求。主要是在人防方面要配备专职保卫人员和加强保安力量；在物防方面要设立警报、监控和门禁系统，有条件的医疗机构可在重点区域、重点部位设立安检系统；在技防方面要建立相应的信息联动系统。同时要求加快推进医疗机构警务室建设，提高医疗机构综合防保能力。
马伟杭指出，缓解医患关系紧张局面是一项综合、复杂和长期的工作。一是要进一步深化医药卫生体制改革，特别是要进一步完善医疗保障制度，提高公立医院的公益性和充分调动医务人员的积极性。二是要普及医学健康知识，正确认识医疗的实践性、探索性和技术发展的局限性。三是要推进和谐医患关系的环境建设，包括医学的人文理念、医患之间的互信、正确的舆论引导等，形成救死扶伤和尊重医学、爱护医者的良好氛围。四是要依法依规处理医患之间的纠纷。当前，要特别加强医疗纠纷调处机制的建设，大部分医疗纠纷可以通过人民调解方式解决。此外，也可按照国务院《医疗事故处理条例》和通过起诉等司法途径处置。五是要切实加强医疗机构的安全防范。卫生、公安等部门要密切配合，加强管理，按需设立警务室。医疗机构要在人防、物防和技防等方面落实好相关要求，妥善有效地处理好一些反复、长期投诉和信访案例。
