全会今日闭幕 “改革总体部署”将面世
中共十八届三中全会于2013年11月9日在北京召开，12日闭幕。这次会议在召开前即被媒体和中国民众与35年前的十一届三中全会相比较。后者被公认为“开启了中国改革开放历史新时期”。
按照惯例，全会闭幕当日晚间将发表公报。国家行政学院教授汪玉凯向中新网记者谈道，这种新闻式的公报，将主要介绍这次会议全貌，重点指出会议的主要精神，透露出改革的总体思路和方向。
中共中央党校教授张希贤接受中新网记者采访时也表示，公报旨在向全党、全社会通报本次会议的主要精神，尤其主要解决了什么问题，是对整个会议的全面介绍。

另外，十八届三中全会文件中，最重要的就是《中共中央关于全面深化改革若干重大问题的决定》。此前于10月29日召开的中共中央政治局会议，对《中共中央关于全面深化改革若干重大问题的决定》稿进行了修改，并提交十八届三中全会审议。
“《决定》应是对中国下一步全面深化改革的纲领性文件，将从全局勾勒未来中国改革的总路线图。”汪玉凯说，舆论普遍认为，这次会议或将开启中国改革“2.0时代”，那么这个《决定》就将是对“2.0时代”的总部署。
谈及会议公报与《决定》的关系，中央党校报刊社社长兼总编谢春涛教授告诉中新网记者，公报是关于全会情况的全面介绍。会议成果不仅仅是《决定》，当然《决定》是会议最主要成果。
如何回应关切 “纲领性文件”备受瞩目
随着会议接近尾声，舆论渐渐聚焦这次会议审议的《中共中央关于全面深化改革若干重大问题的决定》，这份文件被舆论解读为“中国改革新程的总纲领”。
有外媒直接指出，“全球视线聚焦东方，急欲一睹决定中国未来命运的改革方案真容。”观察中国社会，改革方案将如何回应民意关切，也成街头巷尾热议的话题。
“各界之所以如此关注三中全会，反映出自1978年以来的改革是深得大家认同的。”谢春涛说，特别是中年以上的人，在他们看来，改革不光对国家利好，对个人更有切身利益。正因如此，中国民众才如是期许此轮改革。
改革的最终目的在于惠及人民。此次会议召开之际，有调查显示，中国民众的改革诉求集中聚焦转变政府职能、缩小收入差距、打破垄断、户籍制度改革、土地制度改革、金融体系改革等“硬骨头”。
在汪玉凯看来，即将面世的《决定》，虽是纲领性的改革方案，但对民众的改革期待料将予以回应。他说，“土地、财税、金融、收入分配等社会关切的‘硬骨头’，改革方案应会给出具体、新颖、清晰的路径，不会太过于笼统和模糊。”
国家行政学院教授竹立家向中新网记者分析称，这份关乎中国改革命运的顶层设计，将会强调整体性、协同性与全面性。
“过去谈改革，多是强调以经济为主题的改革，这次会议将强调政治、经济、文化、社会和生态‘五位一体’的改革。”竹立家说。
“除经济改革之外，解决腐败的政治改革和解决环境问题的综合体制改革等也迫在眉睫。”张希贤也谈到，当下中国，需要的是一个全面的改革与升级，其中，发展是主线，反腐败的政治改革是保证，生态环境的改革与建设等则是基础。
改革将进落实周期：破利益格局 阻力伴全程
利益格局要调整，体制机制要创新，各方诉求需平衡，发展方式待转型……十八届三中全会闭幕后，在新的历史节点上，中国改革的“攻坚战”其实才刚刚开启。
按照惯例，十八届三中全会之后，围绕这次会议精神的学习将在全国掀起，中央和各地也都会开展一系列的活动，宣传会议精神。在受访专家看来，这种学习贯彻本身也是再度凝聚改革共识的重要过程。
“改革就是要调整利益格局，改革的推进需要全社会协同，总体改革方案公布后，全社会要对这一方案再度达成共识，要让各方都能认知、认可这个方案，将改革决心化作社会行动。”汪玉凯说。
竹立家认为，中国的改革需要制度推动，也需要制度联动，在总体改革方案出台之后，全国各地各部门将围绕这一改革路径出台具体配套改革措施，此后，中国全面改革的格局才能展开。
“总体改革方案公布之后，中国的改革就进入‘落实周期’，而这个阶段才是改革的关键。”在竹立家看来，改革的推进要看落实的效果，改革的意义要看落实的质量，改革的难度则要看落实的阻力。
竹立家说，中国改革已进入攻坚期和深水区，面对日趋固化的利益藩篱，“触动利益之难”不仅在改革方案的制定过程之中，还更多地体现在改革部署的落实过程之中。
分析称，此次全会出台的总体改革方案，将是化解社会深层矛盾、纾解内部压力、推动经济结构转型的“药方”。然而，有了“药方”，改革战才刚刚开打，战役的前方，则是一条充满险阻挑战的荆棘之路，这需要执政层的勇气与智慧，同时也需要全社会的协同联动。(完)
