约400名浙江人滞留
10日下午，杭州网友“聊无很人的念来过倒”发微博称，他们一行14人被杭州某旅行社抛弃。
该网友说，他们11月2日从杭州出发前往菲律宾长滩岛旅游，按计划将于11月7日返回。台风“海燕”登陆菲律宾前后，当地航班停飞，14人被困长滩岛。

据记者从浙江省旅游局、浙江省中旅、浙江省中青旅、杭州国旅等处了解到，目前约有400名来自杭州、宁波和温州等地的浙江游客滞留菲律宾长滩岛。他们基本上都是11月2日跟团出发，原计划7日返回。
但考虑到当天菲律宾官方已经发出台风警报，出于安全考虑，国内旅行社领队不再安排游客登船，因此造成滞留。
长滩岛很安全
只是机场出了一些小问题
长滩岛是菲律宾最著名的旅游胜地。目前，浙江去菲律宾的旅游团只有长滩岛这条线路。一般在长假或过年时去长滩的浙江人会多一些，现在过去的主要是度蜜月的年轻人。

不过，由于长滩岛上没有机场，中国过来的航班主要都是在附近的卡利波机场(注：卡利波机场距码头有1.5-2小时的车程，到码头后还要乘船才能抵达长滩岛)起降。由于机场的塔台跑道在台风中受损，因此，航班恢复大约需要1-2天时间，而浙江游客只能在11日-12日前后返程。
目前仍滞留长滩岛的上海网友“路小得Ruth”对快报说：“这边依然断电，酒店还好。岛上ATM机瘫痪，取不了现金也不能刷卡。很多游客滞留。同样滞留的旅客刚发来微信，卡利波明天复航，但需要先飞马尼拉然后才能回国。菲政府提供卡利波机场到马尼拉的改签，但我们从马尼拉回国的机票还得重新买。”
省中青旅出境中心总经理朱小军介绍，在接到台风预警时，旅行社就与身处菲律宾的领队保持每天电话通讯。由于台风登陆后，菲律宾一些移动通讯设施受损，从昨天起就无法打通领队的手机。但10日上午通过固定电话与菲律宾方面联系后确认，目前滞留长滩岛的浙江省游客没有受到人身伤害。
省旅游局安全管理处处长李伟钢说：“根据全省各个旅行社提交上来的报告，目前有部分浙江游客滞留长滩岛。不过，他们都很安全，没有人员伤亡。”
因台风增加的食宿费
由旅游者自己承担
按照每天酒店住宿在400-500元/人，每人餐饮费用40-50元/顿，滞留四到五天，每位游客将增加3000元左右的费用。
有部分滞留游客在网络发微博对费用问题提出异议，认为理应由旅行社承担滞留期间的全部费用，这种说法并不为《旅游法》支持。
浙江省旅游局安全处工作人员说，根据10月1日开始实施的《旅游法》第67条第4款：“因不可抗力或者旅行社、履行辅助人已尽合理注意义务仍不能避免的事件，造成旅游者滞留的，旅行社应当采取相应的安置措施。因此增加的食宿费用，由旅游者承担；增加的返程费用，由旅行社与旅游者分担。”
简而言之，这次台风影响造成游客滞留，旅行社有帮助旅客安置的义务，而额外增加的食宿费用是要游客自己掏腰包。
我们了解到，目前滞留旅客的食宿费用大部分是由旅行社先行垫付，回来之后旅行社将与游客具体商议费用问题。但是，如果说领队没有尽到帮助游客安排食宿的义务，那也是违背《旅游法》意愿。
在微博上，有游客提到旅行社安排的船早已停航，但看到韩国游客仍然登船离开。
