今年6月，侯曙光被检察院带走调查。昨日，南京中院就此案开庭审理，他当庭供述了自己18年来为官三处、受贿30万元的经过。“当时认为别人送我钱，只要我拿了不做违法、违规和违纪的事就行了……”侯曙光当庭交代的受贿心理，或许能给一批人提供警示。
下属事发后，他开车去自首
侯曙光曾先后任过六合程桥镇的党委书记、六合经济开发区办公室主任、六合经济开发区总经理，而事发前，他在六合区环保局局长位置上已10余年，是六合当地资历最老的局长之一。
据此前的媒体报道，侯曙光的“落马”，可能是因为其10多年前担任六合经济开发区领导时，因为土地问题出了事。而涉案的主角是当时一位基层干部，他早于侯曙光被立案调查。
这名基层干部的事发，引发了六合政坛一场不大不小的地震：6月7日之后，六合区环保局的工作人员就发现，局长侯曙光几天没在办公室出现，而院子里的那辆私家车，也不在原车位上。
后经六合区检察院确认，侯曙光因涉嫌受贿罪于6月9日被该院立案侦查，同日，对其采取刑事拘留强制措施，被羁押在看守所。
今年8月份，此案由检察院移送至南京市中级法院，对侯曙光提起公诉。
昨天，南京中院开庭审理此案，而从庭上反贪局提供的证据来看，6月9日上午，侯曙光听到前下属被立案侦查的风声后，因担心自己受牵连，就直接开车去了反贪局自首。
手握实权让他成了目标
18年前的1996年，侯曙光还是六合区程桥镇的党委书记，基层领导工作让他手握不大不小的实权，而这些权力，也让一些人主动围拢到他的身边。
镇里一条造价两百多万的主要街道的修建，引来众多人的兴趣，最终，曾与他有些交情的马某(化姓)获得此项工程的承包权。
侯曙光回忆，事后马某去了他的办公室，称除了感谢让其顺利拿到工程，还希望以后有别的事也能多关照。边说边从兜里掏出包裹好的一叠现金。侯曙光一番推托，还是收下了这笔钱。他先后几次从马某处获得三万元。
此后，马某凭借这层不菲的关系，成了别人求侯曙光办事的“掮客”：当镇上农机站的站长出现空缺时，其中一名候选人就想到了找马某来向侯曙光说情。在由马某“中转”的两万元钱后，此人成功谋得站长一职。
“照顾”两个人，收下12万
侯曙光受贿的第二站，是任六合区经济开发区管委会办公室主任、总经理期间。
此时正值开发区大发展时期，辖内建设工程不少，手握实权的侯曙光，成了一些想做工程的人追逐的目标。因此逢年过节，侯曙光分外忙碌，收到的现金少则2000元，多则2万，此外，还有不菲的礼品。
而这些，并没有影响他的升迁，在开发区没几年，2001年左右，侯曙光就被调到六合区环保局，从此在这个单位一呆十余年。
据侯曙光说，有一次，当地一名企业家在宴后送侯曙光回家的路上，递上个塑料袋。侯曙光回忆当时车上还有人，他也不便多问，回家后才知道裹了10万元现金。而对方的请求就是，对其在环保局工作的儿子、儿媳多加照顾。
此后，为了感谢局长侯曙光对儿媳的照顾，这名企业家又送去了2万元。此后，那位企业家的儿子被提为区环保局的大队长，儿媳也被提为了副科长。
以为收钱没办事就不算事
18年来，侯曙光涉嫌累计收受他人贿赂30万元，他说自己也知道收钱是违法犯罪的，但他从来没有因为收了别人的钱，去做违规违纪帮人牟利。
侯曙光辩称，给他送钱的人虽然的确承包到了工程，但都是按照程序走的。而且接了那一单工程后，因财政紧张，后来此人再也没接到其他工程。
而那个农机站站长一职，那个村主任本来是当时几个候选人中条件最合适的人选，“所以后来我基本上没怎么帮忙，他就当上了站长。”
而在担任环保局长期间，虽然有公司因为想环保审批过关，先后送给他数万元现金和5000元购物卡，但因审理权在市环保局，他并未在环保审批起到作用，使得那家公司环保审批一年都没下来，他也硬是一整年没让那家公司生产。
至于企业家两家属被提拔，他说都是经过全局中层干部大会推荐、讨论后，由局长办公会定下的，程序合法，并非他个人决定。他还表示，那名企业家的儿子的工作能力确实优秀，而那位企业家的儿媳，提拔时间其实比正常的还要晚，“工作了将近10年，才提一个副科。”
“当时认为反正别人送我的钱，拿了只要不做违法、违规和违纪的事就行了，所以就放松了警惕。”侯曙光的这段话，也代表了一部分人的腐败心理。
自认最懂环保，还想作贡献
“我认罪悔罪，入党30多年，我对不起党的培养，对不起区委区政府的提拔和信任，也对不起我的家人……”尽管已羁押数月，尽管年近六甲，但侯曙光还是认为自己能为环保再作贡献，在被告人最后陈述时，他说自己是一个既真正懂环保、又能为环保做事的人，如果法院能对他依法从轻处罚，他将好好服刑、争取早日出狱，能为国家的环保事业再作贡献。
法庭审理完毕后，并未当庭宣判。
