　　新京报讯 (记者邢世伟)昨日，针对国家信访政策改革一事，国家信访局有关人士向新京报记者表示，目前国家信访局对各省份的排名通报制度已取消，各个省市对地市级直至区县级的改革工作正在逐步推广过程中。

　　从近期开始，按照国家信访局信访改革的基本思路和要求，各级信访部门的信访工作将不再简单地以信访数量多少为通报标准，国家信访部门也不再搞全国范围的排名、通报。取而代之的是国家与地方之间、上级与下级之间建立点对点的通报机制，并通过信访约谈制度对地方的信访工作予以监督。

　　国家信访局有关人士透露，实际上，国家信访局对各个省份的信访排名取消已经实施了一段时间，各个省份对地市级以及县区级取消排名也正在推广过程中。从目前的情况看，各项工作都在稳步推进。

　　记者了解到，取代以往信访排名通报制度的是“点对点”通报制度。所谓“点对点”通报制度，是指对于各省份的信访工作，国家信访局直接根据了解到的情况与各个省份单独对接，对各省份的工作进行一对一通报。这意味着取消排名实施一对一通报后，各个省份将把主要精力放在处理本省的信访问题上，而不是因为担心排名靠后进京截访。

　　对于信访问题较多的省份，国家信访局将对这些省份进行约谈，敦促其解决重大信访问题，并监督这些省份的信访工作。

　　部分区县取消信访排名 局长称“压力减轻”

　　山东省聊城市阳谷县信访局局长杨庆军昨日告诉新京报记者，国家信访局对各省份取消信访排名后，各个省份信访工作的压力就会减轻，这种传导效应会一直传递至区县的信访工作。

　　“从目前来看我们的压力确实减轻不少。”杨庆军称，目前聊城市已经取消了对区县信访工作的排名。虽然阳谷县的信访工作在全市排名前列，但是取消信访排名后县里不用太去考虑公关等因素，而是专心地解决县里老百姓的信访问题。

　　针对约谈制度，他告诉记者，约谈主要是针对信访问题较多的区县，他听说前一段时间有两个区县被市里约谈。

　　一名西部省份的省级信访局副局长昨日表示，目前该省已经全面按照国家信访局的部署对地市取消了信访排名，各个地市也已经对各个区县取消了信访排名。该省的改革工作走在了其他西部省份的前列。

　　“这段时间以来，我们发现取消信访排名的确给各地市的信访工作带来了好处，他们能集中精力放在基层。现在这个制度改革还处在过渡期，预计全面实施后效果会更明显。”该副局长说。
