　　11月8号，星期五，南宁市青秀区婚姻登记处，3个窗口大门紧锁，上面贴着的一张纸条：周五下午不对外受理业务。

　　一名工作人员解释说，整理档案：

　　工作人员：周五下午是不对外办公的，叫整理内务，因为一个星期的资料我们要全部翻过一遍，要全部编页码的，放进档案馆的，每个城区都是一样的，都不对外办公。

　　同样是在这个周五的下午，市民黄女士为给住院的老母亲办理医保手续，3点一上班，就急匆匆地来到南宁社保局。没想到，同样吃了“闭门羹”。

　　黄女士：你看礼拜六礼拜天又办不了啦，又到礼拜一，一拖就拖了几天啊，真的急啊，有时候在医院里面看病啊，真的又挨跑多一次，麻烦。

　　事实上，不仅是周五，南宁社保局周二下午也是不对外办公，理由是“处理数据、业务学习”。在老百姓眼里，这个单位，一周5天工作日实际上变成了一周4天。

　　在近两个星期的走访观察中，据不完全统计，南宁市区至少有10个单位都存在着工作日不对外办理业务的情况，多则一天，少则半天，这其中也不乏自治区级单位。

　　那这些政府部门在学习什么？又整理什么？11月8号下午，记者到南宁社保局一探究竟。试图进入办公楼时，却被两名保安拦了下来。

　　保安：打电话预约了没有？没有就没办法了。你看我们这里全部是摄像头，是政府机关，登记也不能上去。

　　记者表明身份，说明采访意图，但保安始终不让进入。对方还表示，领导们都不在，去了南宁人社局开会。

　　在南宁人社局，记者终于见到了南宁市社保局副局长陈玲。为什么不对外办公？陈玲的解释是：

　　陈玲：今天下午就是全局的学习，业务学习、政治思想学习、文件的学习、政策学习、工作布置。有可能是科室里学习，也有可能是集中全部来学习，集中学习可能效果会好一点。

　　按照陈玲的说法，“工作日业务学习、整理档案”是该局根据多年的实践经验和需要而决定的：

　　陈玲：社保政策有一个不断完善的过程，包括新招入人员的工作人员也要不断地提高学习业务，政治方面的学习也是必须的，因为市委市政府也有很多要求学习的。业务整理就是我们对每天档案、数据进行整理，因为不进行整理，容易出错或档案不见。

　　南宁市住建局副局长李奇在面对“不对外办公”的疑问时也给出了同样的理由。南宁房屋产权交易中心每周二下午业务学习，且月末盘点日也停止对外办公，李奇认为，这样做最终是为了百姓着想：

　　李奇：(业务员)把握不准，造成老百姓来回跑。所以他不学习，业务没办法跟上，这样反而给群众带来不便。

　　李奇补充说，为了满足社会需求，南宁房屋产权交易中心已增加周六时间，办理业务。

　　在上述几家单位负责人看来，学习日不对外办公是多年来形成的惯例。那么，学习需要每周都占用对外办公时间吗？记者了解到，南宁公安局出入境管理分局等单位早已经摒弃这种“旧传统”，工作日全部对外办公服务。

　　广西区委党校教授谢金甫认为，“学习日不对外办公”的“旧传统”应该寿终正寝，解决的关键在于政府服务意识应该与时俱进。

　　谢金甫：我们轮着嘛，后台学习，前台服务不能停。另外一个，至于你是哪天学习，是不是要集中学习，应该是具体情况灵活处理，服务需求少的时候，把业务学习做了，那么服务需求比较高的时候，应该以优先满足服务为第一原则。

　　对于普通百姓来说，政府部门的各类办事服务大厅就是一个“窗口”，群众可从这个“窗口”感受到政府部门的工作作风和办事效率，可就是这样一个“窗口”，在各自“闭窗修炼”的时候，却让老百姓屡屡吃到“闭门羹”，给百姓造成了更多的麻烦。

　　的确，学习的目的本来就是为了更好的为群众服务，但如今却成为群众办事的绊脚石和拦路虎。任何形式的学习都不能以牺牲群众的利益为代价，现在，这陈旧的惯例是不是应该改变一下呢？
