本报讯 (记者倪明 通讯员穗府信)昨日下午，市政府常务会审议并原则通过《广州市环境空气重污染应急预案》(下简称应急预案)。根据应急预案，当广州空气质量达到重度污染(空气质量指数为201~300)时，广州将实施二级预警，20%公务车将停驶，而当广州空气质量达到严重污染(空气质量指数大于300)时，将有30%的公务车停驶，全市机动车实施单双号限行。
广州市环保局局长杨柳说，广东省环境保护厅主导编制的空气污染应急预案还没有通过省政府的审议，在省预案里公务车的停驶比例可能会比广州的应急预案提出的比例要高，因此，如果将来省里的应急预案出台，广州也会根据省政府的统一要求修改执行。
严重污染将单双号限行
杨柳介绍说，应急预案将空气重污染的预警和应急响应分为两个等级。当预测环境空气质量达到重度污染(预测未来48小时环境空气质量指数AQI为201~300)时，实施二级预警，以橙色表示，与之相对应的是二级应急响应，主要包括停驶20%公务车、不稳定达标企业停止排放等11条强制性措施，以及倡导调峰生产、公交出行、错峰上下班、船舶减排等4条建议性措施和1条健康防护措施。
而当预测环境空气质量达到严重污染(预测未来48小时环境空气质量指数AQI大于300)时，实施一级预警，以红色表示，与之相对应的为一级响应措施，包括停驶30%公务车、重点监管企业减排30%、全市限行黄标车、机动车单双号行驶等。
子预案将定学校是否停课
记者注意到，北京市公布的环境空气重度污染应急预案中提出，如果达到红色预警，全市的中小学、幼儿园将停课，而广州通过的应急预案中并没有这方面的措施。
杨柳表示，应急预案将应急措施分为强制性措施、建议性措施、健康防护措施三大类。中小学停课的情况属于健康防护措施，其具体操作将在由教育部门牵头制定的子预案中体现。
当采取一级应急措施时，广州的重点监管企业将减排30%，具体有哪些企业要减排？对此，杨柳表示，广州将会建立一个污染源数据库，根据当时的气象条件，包括风速、降雨、温度、温差等情况，对哪些企业进行限排会根据实际情况进行研判，以保证达到最好的效果。
近三年未现一级预警情况
杨柳透露，根据过去三年的测试，2011年出现二级预警2次，2012年出现过二级预警3次，但到目前为止，今年还没有需要进行预警的情况，过去三年也没有出现过一级预警和一级应对的情况。
广州将如何来确保预警信号及时传到每个人每个行业？
杨柳说，广州的方案应对及操作和北京、上海、佛山基本上一致，关于信息的传播、应急指令的发出，都有一个很明晰的操作程序，能够确保最短在12小时内，并争取24小时内将要启动应急预案的信息传达到每一个市民，具体的操作也将在子预案里进一步规定。
具体什么情况下要启动应急预案？对此，杨柳表示，广州一共有10个空气监测国控点，如果有超过一半的国控点出现重度污染或严重污染，则要启动相应的应急响应。
对于今后会不会就AQI数据每天发布预测，杨柳表示，预报的工作一直在做，但因为PM2.5是属于二次污染，预报预测要比一次污染物的难度大很多，需要投入更多精力、更长时间的研究，环保部门会跟气象部门合作，尽快取得好的研究成果，服务市民。
