专家称应对老龄化须放开生育政策
6月以来，卫计委多次回应“放开‘单独二胎’”传闻，都称在研究如何调整完善生育政策的方案，但对如何调整始终未正面回答，对媒体所称放开“单独二胎”也未做否认。
同时，学界不断有声音呼吁或侧面证实我国必须、即将调整生育政策、放宽生育条件的信息。一周前，由人社部参与主办的第五届中国社会保障论坛上，包括国务院发展研究中心社会发展研究部副部(局)长贡森、中国社科院世界保障研究中心主任郑秉文在内的多位社保专家均表示，中国要应对老龄化危机，须尽快实施的两项改革措施，一是延迟退休年龄，二是放开生育政策，以在20年后，一定程度上增加劳动力，提高社会抚养比。
放开“单独生二胎”影响面不大
多数有官方背景的研究机构公布的数据显示，我国已多年维持在较低的生育水平上。
上述机构的专家预测，现在在全国范围内放开“单独生二胎”，影响面并不大，可能多生一个孩子的，只是一部分城市人群，因此，生育推挤只会在未来三五年内，在局部地区形成小的生育高潮；总体来说，我国的生育率仍然会维持在低生育水平。

中国少生4亿多人
昨日，国家卫生计生委新闻发言人、宣传司司长毛群安表示，40多年来，我国由于计划生育累计少生了4亿多人，大大减轻了人口过快增长对资源环境带来的压力。
毛群安介绍，我国人口出生率由1970年的33.4‰降至2012年的12.1‰，人口自然增长率由1970年的25.8‰降至2012年的4.95‰，是世界平均水平的一半；1970年我国出生人口2739万人，净增2321万人，2012年出生人口1635万人，净增669万人。
“我国人口再生产类型实现了由高出生、低死亡、高增长的传统型，向低出生、低死亡、低增长的现代型的历史性转变。”毛群安说。
有效缓解资源环境压力
毛群安说，如果当初不实行计划生育政策，现在我国人口恐怕要达到17亿至18亿，人均耕地、粮食、森林、淡水资源、能源等将比目前降低20%以上，不仅资源环境难以承载发展的需要，而且经济社会发展也不可能达到现在这个水平。
促进经济持续快速发展社会进步
毛群安说，计划生育减少了出生人口规模，降低了少儿人口占总人口的比例，减轻了对衣、食、住、行、教育、医疗、就业等方面的压力，对促进社会发展，保障和改善民生，提高人民生活水平起到了巨大作用。我国人类发展指数从改革开放初期的0.53上升到2012年的0.699，是进步最快的国家之一。
改善妇女儿童发展状况
毛群安说，我国始终将推行计划生育与提高妇女地位、优生优育、提高妇女儿童的健康水平结合起来，促进社会性别平等，取得了突出成效。我国孕产妇死亡率、婴儿死亡率大幅下降，分别由1991年的80.0/10万、50.2‰，下降到2012年的24.5/10万、10.3‰。据新华社

针对近期频发的伤医事件，毛群安表示，下一步，将从法制机制上研究制定化解医患矛盾的措施。

10月份，乙类传染病中22种传染病共报告发病285020例，死亡1262人。报告发病数居前5位病种依次为病毒性肝炎、肺结核、梅毒、细菌性和阿米巴性痢疾、淋病，占乙类传染病报告发病总数的95%。
同期共报告丙类传染病发病264110例，死亡10人。
