毛群安是在回应记者提问时作上述表示的。他同时强调，完善生育政策既要考虑维持国家的低生育水平，又要考虑群众的生育意愿，还有经济社会发展和人口结构变化等的因素。

一位不愿意透露姓名的人口学者表示，媒体不要只盯着卫计委。计生委撤并到卫生部之后，人口政策规划的职能在国家发改委。人口政策调整是国家重大决策，三中全会之后应该可以明白政策变化情况。
