　　毛群安表示，10月12日，国家卫生计生委和公安部门联合印发了《关于加强医院安全防范系统建设的指导意见》。10月29日，国家卫生计生委召开全国加强医院安全保卫管理工作的视频会议，要求进一步深化创建“平安医院”的活动，加强医院安全防范的能力建设。依法严厉打击涉医的违法犯罪行为，加强医患矛盾纠纷排查化解的力度，大力推进医疗纠纷的人民调解工作。11月7日，国务院召开维护正常医疗秩序、建立和谐医患关系的专题会议，这是刘延东副总理亲自主持召开的，对这项工作也专门进行了安排和部署，有关部门正在积极的贯彻落实会议的精神，采取有效的措施，切实维护正常的医疗秩序。
