保定市环保局宣传处相关负责人称，为有效应对大气污染的严峻形势，严格控制15日起全市供暖后空气污染指数上升的趋势，市政府决定，自11月15日开始，市区东二环、三丰路、西二环、北二环(含以上道路)以内区域，按“单日单号车通行，双日双号车通行”的原则，实施单双号限行措施。
据了解，自11月15日起，以车辆号牌最后一位数字或英文字母为限行依据(尾号为英文字母的代替为“0”)，分为单号1、3、5、7、9，双号0、2、4、6、8。按单双号日期区分，单号日期车牌尾号为单号的车通行，限制双号车通行；双号日期车牌尾号为双号车通行，限制单号车通行(如：2013年11月15日，日期15是单号，限制车牌尾号为0、2、4、6、8双号的车辆通行)。
此外，不受限制的车辆包括，军车、警车、消防车、救护车、送血车和抢险救险车；公共汽车、省际长途客车及大型客车、出租车(不含租赁汽车)、旅游客车(具备旅游客车营运证)、邮政专用车、运钞车；环卫、园林、道路养护的专项作业车辆，殡仪馆的殡葬车辆；车身喷涂统一标志，并执行任务的行政执法车和清障专用车；悬挂使领馆号牌车辆及经批准临时入境的车辆；法律法规规定的其他不受行驶路线、行驶方向限制的车辆。
调度会上还提出，限行公示期间，市交通局要在市区加大公交车班次和出租车的投放，提升运力，保障市民出行。对政府部门及所属企事业单位，下发专门通知，带头严格执行。在限行初期，对违反限行规定的车主，以教育、劝返为主，同时公安交管部门对违规车辆加大宣传。此外，由市政府应急指挥部组织，将于11月15日、16日组织两天的预演，及时发现问题，加强保障措施。
