　　记者在位于新野县三国大道与南阳大道交叉口看到，曾经的城北公园景观已经不复存在，取而代之的是正在开发的商业地产项目。公园旧址的西侧，一幢规划五星级酒店的百米毛坯大楼拔地而起，东侧则变身为一个名叫“希尔顿一品国际”的商业住宅开发项目。繁忙的工地上，一座被挖得面目全非的假山上长满荒草，旁边孤零零地竖立着公园内曾经精装修过的公厕。

　　而更令人吃惊的是，类似城北公园的“短命工程”在新野县并非一例。据了解，位于豫鄂交界的南阳市新野县与湖北省毗邻，全县约有82万人，城区居民人口约为20万，年财政收入仅有3.8亿元，是个传统农区的财政穷县。而据当地群众反映、记者核实，自2010年以来，这个县随意更改规划，重复建设毁掉的项目多达5个，项目总造价超亿元。诸如新路没修好就停工，老路路况尚好却遭废弃，有网友调侃新野县修路是“用一条，摆一条”。

　　面对指责荒唐找借口

　　城北公园被毁开发成商业项目后，为了躲避社会舆论对政府浪费的指责，新野县规划、国土等部门相关部门负责人都声称，“压根就没有修建城北公园的规划，毁的只是绿化的苗圃”。

　　面对当地群众和记者的质疑，荒唐掩饰的“借口”站不住脚，相关部门干脆一句“解释不了”草草应对。

　　“短命工程”之所以“解释不了”，是因为背后都有着不可告人的目的和巨大的利益驱动。当地一些知情人士透露，城北公园被毁后，截至目前，当地政府已拍卖出数百亩土地。

　　盲目重复建设遭民怨

　　决策规划“走形式、不透明”致使“短命工程”频发，遭到当地群众的一片怨声。

　　乔续功是毗邻城北公园乔营村的老村干部。据其介绍，2007年，新野县曾以建设城北公园及三里河景观带为由将这个村的土地征收殆尽。如今建成的公园被毁变成了商业项目，他说，“拆了建、建了拆，浪费了这么多钱，把老百姓的地折腾没了，也折腾穷了，这就叫穷折腾！”

　　有关专家认为，地方盲目重复建设，不但反映出城建规划工作的不尽科学，也暴露出相关职能部门责任意识的缺位。国家亟须“严管”与“严惩”并举，力促地方发展规划、项目落地的“透明化”，遏制政府“三拍”（拍脑袋决策、拍胸脯保证、拍屁股走人）项目所造成的盲目重复建设和巨额财政浪费。
