　　“公报”、“决定”、“决议”等都是党的公文的种类。依据今年2月中共中央办公厅、国务院办公厅发布的《党政机关公文处理工作条例》(自2012年7月1日起施行)，各级党政机关的公文种类共15种。

　　那么，“公报”、“决定”、“决议”等有哪些区别？分别适用于哪些情形？就此，新京报记者采访了中央党校教授谢春涛、中央社会主义学院原副院长甄小英。

　　分析：自1958年11月召开的中国共产党八届六中全会以来，历次中央全会闭幕后，都会发布“会议公报”，公布会议召开的时间、出席会议的人员、审议通过的内容等。

　　改革开放后，中央全会的会议公报越来越详尽。例如，开启改革开放大幕的十一届三中全会，会议公报近8000字，分为“全党把工作着重点转移到社会主义现代化建设上来”、“必须集中主要精力把农业尽快搞上去”等五部分。

　　分析：改革开放以来，历届中央委员会召开的51次全体会议，审议通过了19个《决定》。其中，承担着经济发展和经济体制改革重大使命的三中全会，通过的《决定》达6个，5个锁定改革方面的大政方针。比如，十二届三中全会通过的《中共中央关于经济体制改革的决定》；十四届三中全会通过的《中共中央关于建立社会主义市场经济体制若干问题的决定》；十六届三中全会通过的《中共中央关于完善社会主义市场经济体制若干问题的决定》等。

　　决议

　　讨论通过重大事项 9个

　　分析：改革开放以来，历届中央委员会召开的51次全体会议，审议通过了9个《决议》。其中就包括在中国共产党历史上具有深远影响的重要文件——十一届六中全会一致通过的《关于建国以来党的若干历史问题的决议》。据新华网消息，该《决议》的起草中，曾经过全党高级干部4000人的讨论、政治局扩大会议的讨论、十一届六中全会预备会议的讨论等多次讨论和修改，反复征求、吸取各方面的意见后最后定稿。

　　初步统计，51次全会中，中纪委向大会作了11个报告，其中有10个是审查报告。各次全会分别对许运鸿、石兆彬、李嘉廷、王雪冰等4人，作出了撤销中央委员会候补委员、开除党籍的决定；对徐鹏航作出撤销中央委员会候补委员职务，给予其留党察看二年处分；撤销康日新中央委员会委员职务；分别确认了中央政治局对陈良宇、杜世成、薄熙来、刘志军作出的开除党籍的处分。
