今年6月初，南京市六合区环保局局长侯曙光便消失在公众视野中。6月9日，六合检察机关以其涉嫌受贿罪立案侦查。侦查发现，侯曙光从1996年到2013年，职务从六合程桥镇党委书记到六合环保局局长，总共收受贿款30万元，其中不少单笔只有2000元。侯曙光也称只当是逢年过节的人情往来，没想到触犯了法律。昨天，此案在南京市中级人民法院开庭审理，法庭没有当庭判决。

退休前出了事
主动开车去投案
从2013年6月7日起，六合区环保局的工作人员就发现局长侯曙光一直没有出现在办公室，此后就传来其被检察院调查的消息。不过大家并不太相信。曾有一位环保局职工向媒体这样描述侯曙光，“人挺好，当一把手很久了，10年来一直都是”。另一位职工也称，“其实他对我们下属还是很随和的”，并称如果不是出事，侯曙光应该在今年退休了。几天后，六合区检察院确认，六合区环保局原局长侯曙光因涉嫌受贿罪，于6月9日被该院立案侦查，同日，对其采取刑事拘留强制措施，将其羁押在看守所。不过侯曙光并不是被检察机关带走的，而是他听到某下属被调查的风声后，自己开车前往检察院投案的。
3万元好处费，客气一番还是收下了
此案在今年8月份由检察院移送至南京市中级法院，对侯曙光提起公诉。昨天，南京中院开庭审理此案。庭上，随着公诉方与法庭的讯问以及侯曙光本人的供述，揭开了其跨度长达18年的从官经历以及受贿过程。
侯曙光今年58岁，之前多年一直从事基层领导工作。1996年，他是六合区程桥镇的党委书记。当时镇里要修一条主要街道，工程造价两百余万元，最终与他有些交情的徐某(化名)获得此项工程的承包权。事后，徐某去侯曙光办公室，从兜里掏出包裹起来的3万元塞给他。徐某称，除了感谢侯曙光让其顺利拿到工程，还希望以后多关照其工程，以后能尽快拿到工程款。侯曙光并没有马上收下，但客气推托一番还是收下了。
有第一次就有第二次。之后，镇上农机站站长出现空缺，当时有几位候选人竞争。鉴于徐某跟侯曙光已经是“老交情”，其中一人便通过徐某送了2万元给侯曙光，成功取得站长一职。为了维持同侯曙光的关系，此后几年，每个春节，徐某都会到侯家“拜年”，送的现金从5000到1万元不等。
小老板儿子儿媳被提拔，送了他12万
侯曙光受贿的第二站是任六合区经济开发区管委会办公室主任期间。于此同时，他也是开发区公司的总经理，他供述管委会与开发公司是两块牌子一套班子。在他任总经理时，开发区内各种工程建设的招标接踵而至。为了拿到开发区工程项目，不少人努力接近侯曙光。逢年过节时，他总能收到一些礼品和现金。
2002年，侯曙光开始任六合区环保局局长。作为环保部门的负责人，其职位要求中就有一条，负责区内环保项目的审批与管理、监督环境污染项目的防治。也正是这些职权，让他与一些化工厂及环境污染企业越走越近。庭审时，公诉机关在举证阶段称，有一家企业的环保手续报批，却一直没有批下来。企业负责人栗某(化名)便找到侯曙光，希望他能帮忙催一下。不过这个栗某每次给的钱并不多，第一次送了5000元，之后连续几年的春节只送了2000元。
昨天庭审时，公诉方还指控，侯曙光在任环保局长时，通过帮助别人进入环保局工作、提拔员工，收受好处费。侯曙光曾经因为工程结识一位老板，这个老板的儿子何某和儿媳都在六合区环保局工作，便请其照顾夫妻俩。侯曙光也的确很看重何某，将其从普通职员一路提拔到副大队长、大队长；何某的妻子也擢升为某科室的副科长。作为感谢，这个老板先后两次送了12万元给侯曙光。
不少受贿款单笔只有2000元
对于检察机关指控的多笔受贿记录，侯曙光都表示没有任何异议。侯曙光承认，这些人送东西和钱，主要是想在工程建设或者工作中得到照顾。而后来，在工程建设方面，部分送过钱的人，确实得到了照顾，比如在结算工程款时，他会特意关照让对方尽快拿到钱。但侯曙光及其辩护律师多次强调，他从来没有因为收了别人的钱，去做违规违纪的事帮人牟利。侯曙光称，那位希望他催促环保手续的栗某尽管送了钱给他，但自己并没有因此就违法将该手续办下来，实际上，直至案发，该企业依然没有通过相关环保批准。此外，侯曙光认为自己在收受12万元与提拔环保局职工何某的事情上，也没有直接因果关系。“他真的是我们单位最优秀的年轻人，而且对他的提拔都合乎程序，经过讨论确定的”。
侯曙光供述，虽然收了一些钱，但总想着并没有违法乱纪，就没想过会出事。而且在他看来，很多笔钱单笔只有2000元，并不算多，只当是有了交情之后，一般的人情费。
公诉机关称，受贿金额达到10万元以上，量刑起点是10年。但鉴于侯曙光为主动投案自首，并且能如实供述犯罪过程，具有从轻情节，建议判刑6到10年。法庭并没有当庭宣判。

侯曙光说，自己的受贿跨度几乎长达20年，甚至都不太清楚如何积累到30万元。他每次收的钱并不多，其中最大的一笔10万，也仅此一笔，剩下单笔贿款基本在2000元到1万元之间。2000元钱只能算人情往来，怎么能算得上犯罪呢？这是这些年来，他给自己的一个“积极”的心理暗示。这些数字跟屡屡见诸报端的“硕鼠”相比，的确显得有点“微不足道”。不过他忘了，我国刑法规定受贿罪不以单笔算，而以累计计算。
对于巨额的行贿，当事人出于自我保护的本能也许很好抵制，但所谓的联络感情、礼尚往来，却往往成难以跳出的温水。南京大学法学院刑法教授杨辉忠告诉记者，很多贪污受贿者都有这样的心理。而且都是从逢年过节的“小钱”收起，这也容易助长其滋生潜在的犯罪惯性。一方面认为只是基于交情的往来，但表面看似人情费，却暗含为他人谋取不正当利益之实。另一方面觉得收钱不多，与法无悖。随着一次次的自我暗示，受贿者一层层蜕去戒备。在半推半就中，其受贿行为就会越陷越深。庭审最后的陈述中，侯曙光说自己就是轻视小钱，终被缚。
