据了解，自2014年秋季学期起，我国将全面实行研究生教育收费制度，即所有学生都将统一交取学费。那么，对那些原来可免费上学的公费生及家庭经济困难的学生来说，如何缓解他们的经济压力？全国学生资助管理中心主任张光明说：与收费制度相配套，国家正在建立多种形式的奖助政策体系。
张光明：从14年秋季学期起，建立中央高校研究生学每年业奖学金制度。中央财政按照博士研究生每生每年1万元，硕士研究生每生8千元的标准及在校生人数的一定比例给予中央高校资金支持。
高校根据实际情况自主设定奖励面、等级和标准，但原则上不超过国家奖学金标准的60%，既博士生最高可获学业奖学金18000元，硕士生12000元。
同时，明年新学期起，原研究生普通奖学金调整为国家助学金，中央所属高校博士生为每年1万2千元，硕士生为每年6千元。地方可自行确定标准，原则上博士生不低于1万元，研究生不低于6千元。
当前，某些高校学术硕士与专业硕士在奖学金制度上差别较大，有些专硕甚至没有奖学金。全国学生资助管理中心高校资助处处长周春树明确表态：
周春树：没有区别。现在我们都是把学术型跟专业型都是合并的，政策都是统一的。
除此之外，高校将对研究生助教、助研和助管的“三助”岗位提供津贴及包括绿色通道在内的多种资助。未来，研究生助学贷款限额也将在目前6000元的基础上进一步提高。
