　　文化行政部门由办文化向管文化转变

　　党的十八大以来，我国文化体制改革进入新十年，社会文化发展也进入新阶段。

　　新的发展，需要更加明确的思路来指导和推动。

　　今年6月14日，中央文化体制改革和发展工作领导小组在北京召开文化体制改革工作座谈会。会议分析了当前文化改革发展工作面临的新形势新任务，论述了加快文化改革发展是推动文化大发展大繁荣、建设社会主义文化强国的必由之路，是顺应人民群众对美好生活新期待的必然要求，是实现“两个一百年”奋斗目标和中华民族伟大复兴“中国梦”的重要内容。

　　文化行政部门由办文化向管文化转变，是文化体制改革伊始就形成的共识。今年以来，在过去十年改革成效的基础上，行政部门的管理工作进一步由管微观向管宏观转变，由管脚下向管天下转变，取得了积极成效。文化领域各行政部门行政审批制度改革力度进一步加大，今年以来，文化部行政许可项目拟取消3项，下放6项，保留4项；非行政许可审批项目拟取消2项，部分取消1项，保留10项。

　　管理思路和方式的进一步转变，文化管理体制机制的进一步健全，为文艺创作创造了更加宽松的环境、注入了更加旺盛的活力。

　　十八大以来，一大批优秀文艺作品不断涌现，现实题材创作的繁荣成为一年来文艺创作的最大亮点。《全家福》、《有你才幸福》、《推拿》、《我的父亲母亲》等电视剧，《北京遇上西雅图》、《致我们终将逝去的青春》、《中国合伙人》等电影，都从不同的角度彰显出时代精神，体现了人文关怀。

　　公共文化加大投入

　　23.6万个建制村划入直播卫星服务区域

　　人民群众精神文化面貌的提升，是民族文化发展的最终目标。这一目标的实现，必须以社会公共文化事业发展带来的公民基本文化权益保障为基本前提。

　　十八大以来，人民群众的基本文化权益进一步得到保障。以乡镇综合文化站、文化信息共享工程、农村电影放映工程、广播电视“村村通”、农家书屋等五项文化惠民工程为抓手，覆盖城乡的公共文化服务体系得到进一步完善。

　　2013年3月，国家下达中央预算内投资计划7亿元进一步推动广播电视“村村通”工程。至此，“十二五”期间18亿元“盲村”建设中央补助资金已全部安排下达。与此同时，广播电视直播卫星“户户通”工程也有序推进。截至目前，全国有23.6万个建制村被划入直播卫星服务区域，已开通“户户通”用户近1200万户。

　　农村电影放映工程在基本建立了农村电影公共服务体系的基础上，继续提升服务质量。截至9月底，全国共有农村电影数字院线公司249条。数字平台上可订购影片2594部，今年前三季度完成订购830.8091万场，已超额完成国家规定场次的110%。

　　公共文化服务机构免费开放工作深入开展，中央财政和地方财政合理分担的公共文化机构运行经费保障机制基本建立起来，全国美术馆、公共图书馆、文化馆(站)全部免费开放得以实现。

　　基层文化志愿服务活动也在各地蓬勃开展，目前全国共组建文化志愿服务团队2000多支，登记在册的文化志愿者人数逾30万。在2013年“文化志愿者基层服务年”系列活动中，3500多名文化志愿者分赴广大城乡基层开展各类文化服务，直接受益群众超过100万人次。

　　文化产业转型升级

　　国产影片票房同比增长93.79%

　　与公益性文化事业的发展齐头并进的是，文化产业总量规模稳步提升，对经济社会发展的促进作用明显增强。

　　来自文化部的数据显示，2012年中国文化产业总产值突破4万亿元，文化产业增加值现价年均增速高于20%，文化产品出口总额较上年增长16.3%。

　　中国电影产业的发展在今年尤其引人注目。随着国产影片质量的提高和影院建设在二、三线城市的迅速铺开，中国电影市场不断扩容，国产影片市场份额保持坚挺。截至9月底，全国电影票房收入达164.25亿元，同比增长34.86%，其中国产影片为95.58亿元，占比58.19%，同比增长93.79%。中国电影产业的崛起，在越来越好地满足人民群众的文化需求的同时，也越来越深入地影响着世界电影格局。

　　随着大部分国有文艺院团转化为市场主体，以企业为主体、事业为补充的新型演艺体制格局已经形成。一大批转制院团积极开拓市场，取得了显著成效。如中国东方演艺集团有限公司以演出为核心产业，进行跨地域、跨行业的资源整合，已经形成较为完整的产业链，向规模化、集约化迈进。北京演艺集团有限责任公司、江苏演艺集团有限公司资产总额和年收入均超过亿元。演艺院线发展迅速，目前已形成中演演出院线、保利院线两大全国性院线。

　　文化产业和文化市场规模的扩大，以及产业升级带来的分工细化，进一步助推了社会经济发展方式的转型。这不仅体现在文化产业和市场对经济增长的直接贡献上，更体现在文化产业分工精细化、产业链延长等带来的就业岗位增加上。
