北京市民政局的副局长李红兵表示，这份意见中提出了基本养老制度，会比之前所提出的为老服务的基本公共服务会更加具体，而北京也将会出台评估制度，对老年人的生理、精神、经济状况、生活状况进行综合分析和评价，科学地确定对老年人服务的类型，并且要明确护理养护服务的补贴的领取的标准的资格。
李红兵透露，今后包括入住一些公建民营养老院，公立养老院这些条件都会跟养老评估的制度有关系。而养老服务评估制度实施之后，对于低收入、失能、失独、高龄和特殊困难的老年人将会由政府给予相应的福利保障，切实保障经济困难的失能、高龄、失独的这些老年人服务的需求。
