守底线，增收入，全面小康是全体人民的小康
新一届中央领导集体把困难群众的安危冷暖牵系在心，一年来多次深入贫困地区调查研究。在太行山深处的农家土炕上，在湖北恩施的挂坡地上，在包头狭仄的棚户区里，在湘西土寨成片的柚林中……到处留下他们察民情、问民生的身影。
“实现国内生产总值和城乡居民人均收入比2010年翻一番”， 十八大报告中提出了全面小康的新指标。这是党中央首次明确提出居民收入倍增目标，意味着我们不仅关注经济总量的增长，而且更重视居民收入的提高，让百姓切实分享发展硕果。
全面建成小康，就要推动实现更高质量的就业，让“饭碗”多起来。
今年以来，经济增速放缓，与之密切相连的就业却创出历史新高。1—9月，全国城镇新增就业累计1066万人，提前实现年初确定的“全年城镇新增就业900万人以上”的目标。与2012年同期相比，多增42万人。
就业创新高，创业环境也更宽松。10月底，国务院常务会议部署推进公司注册资本登记制度改革，放宽了注册资本登记和市场主体住所登记条件，为居民自主创业降低了门槛，千千万万个草根创业者将续写“创富”神话。
全面建成小康，就要千方百计增加居民收入，让“荷包”鼓起来。
十八大以来，各省相继出台具体的收入倍增计划。今年前三季度，城镇居民人均可支配收入20169元，同比名义增长9.5%，扣除价格因素实际增长6.8%。农村居民人均现金收入7627元，同比名义增长12.5%，扣除价格因素实际增长9.6%。
增加收入，尤其要盯住“底线”。截至今年9月底，全国共有24个地区上调最低工资标准，平均调增幅度高达18%。
全面建成小康，难点在农村，特别是贫困地区。十八大以来，扶贫体制机制不断创新，扶贫措施不断强化，一批水、路、电等具有扶贫先导性的基础设施加快建设。其中，今年14个集中连片特困地区将建设约6500公里高速公路、2.1万公里国省干线公路以及超过8万公里农村公路，直接惠及1.2万个贫困村。在共同富裕的道路上，一个也不能少，一个也不会少！
保基本，上水平，构建民生保障安全网
入冬，75岁的贾淑珍喜滋滋地搬进了吉林通化五道江镇的丽源小区。“真没想到这辈子还能住上小楼，老高兴了！”一间20平方米的棚屋，贾淑珍一家住了49年，自来水常断、墙壁漏雨垮塌成了她的心病。如今，棚改房热乎乎的暖气，不仅让窗户染上了浓浓雾气，更为她添了喜气。“新房子有自来水、暖气，上厕所再也不用排队，多亏党的棚改政策好！”
新型城镇化，不能一边是高楼大厦，一边是简陋危房。让百姓住有所居，这一年，廉租房、公租房加快建设，危改、棚改齐头并进。截至今年9月底，我国计划新开工的城镇保障性安居工程已开工620万套，基本建成410万套，分别达到年度目标任务的98%和87%，完成投资8200亿元。此外，5年内改造各类棚户区(危旧房)1000万套以上，更多百姓将搬离危房、棚户区，“忧居”变“宜居”。
“要着力解决民生领域突出问题，特别是要健全基本民生保障安全网”。为实现住有所居，病有所医，老有所养，困有所助，灾有所帮……城乡社会保障体系统筹推进。
让百姓老有所养，养老保险制度覆盖全国，保障水平与时俱进。
去年底，新型农村社会养老保险、城镇居民社会养老保险取得了制度覆盖全国的历史性突破。截至今年6月，全国已有1.32亿城乡老年居民按月领取到养老金，拥有普惠的养老保障。在保障面扩大的基础上，保障水平也进一步提高。今年企业退休人员基本养老金迎来了“九连增”，再提高10%，企业基本养老金的月平均水平已接近2000元。
让百姓病有所医，13.4亿人看病能报销，2.3亿人大病得补偿。
2013年，城镇居民基本医保和新农合的人均补助标准提高到280元，新农合政策范围内的住院费用报销比例约为75%，城镇居民基本医保为70%，切实改变着贫困居民“小病拖、大病扛”的状况。城乡居民大病保险制度，还使城乡居民在基本医疗保险报销后，再获不低于50%的补偿。截至今年8月底，该制度已覆盖2.3亿城乡居民，累计补偿金额6.3亿元，为众多医疗负担较重的家庭雪中送炭。
让百姓困有所助，城乡居民低保制度的“质量”稳步提升。
今年中央财政安排城乡低保补助资金987.7亿元，较2012年增长12.9%。不仅补助标准进一步提高，城乡补助标准差距进一步缩小，相互衔接、运行有效、保障特困群众的兜底制度也在构建，保障制度不再碎片化。目前，最低生活保障正在实现与医疗、教育、住房等救助制度的无缝对接。绝大多数省份，低保户不仅能领取每月的低保补助，还拥有子女教育免费、看病有补贴、入住廉租房、供暖不花钱等一系列帮扶措施。
补短板，促公平，提升百姓幸福指数
从基本温饱到营养健身，从遮风避雨到宜居环保，从先富起来到共赴小康……随着我国综合实力的不断提高，百姓对幸福生活的判断标准也越来越高。
“保障和改善民生是一项长期工作，没有终点站，只有连续不断的新起点，要实现经济发展和民生改善良性循环”，习近平总书记在天津调研时的话语，正是十八大以来党中央深化改革，补齐民生短板，维护社会公平的最好写照。
防止阶层固化，创造机会公平，教育公平迈出关键步伐。继去年12月30日，京穗两地同日公布了随迁子女在流入地的升学考试办法后，全国已有30个省份出台异地高考方案。异地高考，这一承载着近3亿流动人口对公平教育梦想的改革，取得重大突破。今年起，国家还决定提高重点大学的农村子弟比例，更多“寒门”出学子，更多农民家庭的命运有望由此改变。
打破利益板结，缩小贫富差距，收入分配制度改革方案正式出台。“到2015年绝大多数地区最低工资标准达到当地城镇从业人员平均工资的40%以上”——“提低”之举让低收入者看到希望；“加强国有企业高管薪酬管理”、“逐步缩小行业工资收入差距”——“控高”措施让人们感受到党和政府深化改革的决心；“清理规范工资外收入、严格规范非税收入”、“健全现代支付和收入监测体系”——以“公开透明”为导向的改革目标赢得普遍认同。
国家信息中心首席经济师范剑平评价说，改革方案“直面人民群众最关注的突出矛盾”，有不少“政策新突破”，有利于当前矛盾的解决。
从婴儿奶粉进药店到《食品安全法》征意见，食品安全监管再上台阶。民以食为天，食以安为先。今年以来，婴儿奶粉质量安全成了国务院常务会议的研究议题，《食品安全法(修订草案送审稿)》正公开征求意见，以食品药品安全标准体系、监测体系、生产流通全过程可追溯体系、市场准入制度、召回制度等为重点，食品药品安全监管制度正建立健全，为百姓搭起放心餐桌。
从去除雾霾到清理垃圾，建设美丽中国加快了步伐。今年下半年，《关于加强城市基础设施建设的意见》、《大气污染防治行动计划》、《城镇排水与污水处理条例》接连发布。到2017年，全国地级及以上城市可吸入颗粒物浓度都要比2012年下降10%以上，设市城市摆脱“垃圾围城”困境，各地立下的“军令状”让百姓看到了党和政府再现蓝天白云、清新空气的坚定决心。
民生持续改善，彰显着党和政府浓浓的民生情怀，提升着百姓的“幸福指数”。
站上新起点，开启新征程。十八届三中全会将出台更多惠民举措，释放更多改革红利，奔向全面小康之路必将更加宽广。
