　　但是他也指出，前段时间媒体报道的北漂青年返乡办证频频遭到刁难的事件，也说明许多地方以“门难进、脸难看、事难办”为主要表现的官僚主义问题依然严重，他的同事也遇到过类似情况，所以整治“四风”问题行动还需要继续发力。

　　一位民意中国网网友表示，想要使“四风”问题整治更有效果，就必须让更多的公众参与，让每一个老百姓成为“四风”问题监督员。他建议，有关部门应该开辟专门的“四风”问题举报渠道，大力鼓励公众举报身边的“四风”问题。

　　调查显示，90.8%的受访者力挺整治“四风”问题行动，32.7%的受访者表示，如果发现“四风”问题会向有关部门举报。

　　对于近来整治“四风”问题诸多措施中的亮点，受访者印象最为深刻的是“要求一把手以身作则”(40.0%)，其次是“将群众路线执行情况与干部考核挂钩”(38.0%)。其他还有：“详细列出具体问题”(32.6%)、“强调制度建设为治本之策”(27.8%)、“要求各地制定计划与时限”(14.5%)等。

　　但值得注意的是，在公众高度支持整治“四风”问题行动的同时，90.4%的受访者表示自己身边的党政机关及工作人员依然存在“四风”问题。具体而言，受访者眼中最严重的“四风”具体问题是“门难进、脸难看、事难办”(65.4%)，排在第二位的是“形象工程、政绩工程太多”(58.8%)，排在第三位的是“公款吃喝”(56.3%)，排在第四位的是“吃拿卡要”(53.4%)，排在第五位的是“工作中存在造假”(53.0%)。

　　其他问题依次是：侵害群众利益行为频发(49.1%)、公款送礼(42.5%)、“三公”经费开支过大(42.4%)、超标配备公车(40.0%)、检查评比泛滥(33.7%)、滥建楼堂馆所(27.7%)、文山会海(27.4%)、唯GDP论严重(24.3%)等。

　　中国法学会行政法学研究会副会长、国家行政学院教授杨小军，在接受中国青年报记者采访时指出，和以往相比，此次整治“四风”问题行动的最大特点就是手段比较严厉、效果比较明显。也正因此，在整治行动进行了近5个月之后，下一步的工作应该怎样推进，就显得非常关键。“在这个承上启下的节点，中央出台专项整治和加强制度建设的通知显得非常重要，这既是对以前工作的梳理总结，也是对下一步工作方向的思考与探索。”

　　北京大学廉政建设研究中心副主任庄德水表示，前期在“四风”问题整治方面取得了一些成果，但也遇到了一些阻碍。一方面，个别地方在整治“四风”问题时本身就存在着一定程度的形式主义问题；另一方面，一些公众对于整治“四风”问题的可持续性也存在怀疑。“这时出台关于整治‘四风’问题的《通知》，就明确给社会发出了一个信号，表明对四风问题的查找不是一时一地的，而是要持续地把这个事情做下去，取得实实在在的成效。”

　　91.5%受访者认为整治“四风”须与法律对接

　　整治“四风”行动如何才能持续？ 中国人民大学公共管理学院教授毛寿龙表示，一方面，要加强党政干部队伍建设，特别是对党政干部队伍的道德约束；另一方面，应该充分利用现有的网络、媒体等监督手段，使监督力量空前提高，以此保证整治行动的效果。

　　“整治‘四风’行动，不在于文件发了多少，而在于所发的文件有没有实际效果。”杨小军建议，要保证整治“四风”效果的长久性，就要做到让每一个下发的文件都能产生实际作用。这一方面要靠落实责任机制，整治“四风”行动中一定要责任到人，避免责任模糊化；另一方面要靠确立严格的责任追究机制，将“四风”问题与官员的乌纱帽相连，让整治“四风”行动能给个别问题官员带来切肤之痛。

　　“现在如果不将整治‘四风’的前期成果固定下来非常可惜。所以下一步，要大力推进整治‘四风’的制度化与法制化程度，比如通过完善预决算与审计制度，来解决奢靡之风问题，实现用制度的手段来巩固已经取得的成果，形成对‘四风’问题的长期制约与威慑。”杨小军说。

　　庄德水指出，不是所有的“四风”问题在现实中都可以用法律来衡量，想要让整治“四风”问题法制化，就必须找到突破口。而现在，这个突破口就是公众财政与预算的角度。具体而言，下一步应该将政府的日常公务开支比如“三公”消费、楼堂馆所建设等，系统纳入到公共预算中，由人大来进行百分之百的监督，同时也要让老百姓能看得懂预算，保证公众的监督。

　　调查中，91.5%的受访者认为，想要使整治“四风”问题效果长久，就必须要与法律实现对接。
