  李女士还发现一个问题,当时说的是齐河县房管局评估科负责评估,但实际操作的却是一家评估公司。更让她感到不解的是,出具房产估值报告的公司和发票上的收费方竟然还不是同一家公司。


  李女士的一张发票显示,评估费收取方为齐河县物华供房地产评估有限公司,金额为6479元。而她拿到的评估报告却显示,实际进行评估的是德州正元土地房地产咨询评估有限公司。


  现场探访 “评估科”人员着装很“官方”


  为了一探究竟,11月8日,记者来到位于齐河县城迎宾路北首的齐河县房管局。进入办事大厅,面朝大门有一排办事窗口,窗口上方挂有各自的办事名目,其中最右侧窗口上挂着“房产评估”的牌子。下面坐着一名女性工作人员,着装与其他窗口办事人员没多大区别。


  记者向这名办事人员咨询房屋贷款抵押事宜。对方告诉记者,这里是齐河县房管局的评估科。做房产抵押贷款,在齐河县房管局开具房屋他项权证书,只能在这里进行房产价值评估。“县里没有别的地方可以评。”这名工作人员说。至于收费,“是评估额的千分之五。”

  为何同一处房产,在齐河县房管局做的评估,费用远高于济南?杨长勇说,评估收费是按照国家政策收的。


  他还给记者出示了一份由齐河县物价局核准的有关房产价值评估的收费许可证副本复印件。文件上显示收费单位是齐河县房地产评估事务所,有效期至2014年9月30日,依据的标准是计价格[1995]971号文。


  杨长勇说,这个齐河县房地产评估事务所指的就是给李女士做评估的德州正元土地房地产咨询评估公司。收费许可显示,收费标准与办事大厅中悬挂的收费标准一致。  杨长勇说,李女士不是第一个对他们的房产评估产生怀疑的办事人,但他们的收费是合理有据的。“像这种电话我们也接到过,报社也来问过,包括12345也打过。”


  官员说法 未指定公司,“评估科”是习惯说法


  为什么房管局评估科变成一家公司?杨长勇说,办事窗口人员口中的“评估科”,其实就是给李女士做房产评估的德州正元土地房地产咨询评估公司,“评估科”只是内部工作人员的一种习惯说法。

  记者调查 收费公司已被吊销,无评估资质


  为何给李女士做评估的是德州正元,发票开具方却是齐河物华。对此,杨长勇沉默了几秒钟,然后说,“物华是我们正着手成立的评估公司,属于德州的资质,县里正在审批。公司已经审批下来了,有资质。”


  而德州正元公司的负责人说,“它在齐河县发生业务要给县里交税,所以以‘物华’的名义盖的章。”


  但是,记者登录德州市工商局官方网站查询发现,这家“正着手成立”的齐河县物华供房地产评估有限公司成立于2001年11月29日,但早在2006年11月28日时已被吊销营业执照。山东省住房和城乡建设厅一名工作人员查询后告诉记者,根据中国房地产估价师网站,给李女士出具评估报告的德州正元土地房地产咨询评估有限公司有评估资质,但给开具发票的齐河县物华房地产评估有限公司并没有查到相关内容。也就是说,该公司并无评估资质。
