　　在县规划办服务柜台的旁边，就是县住建局的服务柜台。一名女工作人员非常肯定地告诉记者，办理相关手续必须经过这个服务窗口，住建局从来没有为融辉城的别墅区办理过建筑规划和施工手续。

　　没有办理规划、施工手续的别墅项目缘何能够违规开发却一路绿灯呢？记者又和商水县住建局城建监察大队的陈队长取得了联系。陈队长说，该局已经去调查过了，昨天下午还派人去了现场，并已经给施工方下达了停工通知，但住建局不像法院，没有强制执行的权利，也不能限制对方的人身自由。不行的话，他再派人去现场看一下。但是截至记者离开商水县，融辉城别墅项目的施工仍然在紧锣密鼓的进行当中。
