　　据报道，日本首相安倍晋三日前表示，中国和朝鲜使日本的安全保障环境出现了严峻形势，日本应该积极推进国家安全保障政策。对此，秦刚说，中国坚持走和平发展道路，坚持奉行防御性的国防政策。中国保持和发展适度适当的防御力量，是为了在当前日趋复杂的国际和地区形势下，更好地维护国家的主权安全和领土完整。

　　秦刚表示，日本在军事安全领域近来的一些动向，值得密切关注。中方希望日方能够认真反省历史，正视现实，思考未来，走和平发展道路，而不是动辄拿中国说事，达到不可告人的目的。要多做有利于邻国之间互信、有利于地区和平稳定的事情。
