为给改革铺平道路，国资委官员表示，欢迎私有企业和私人投资者收购更多国有企业股份，在国有企业决策中拥有更大的发言权。
国资委企业改革局局长白英姿表示，私人投资者可以购买国企10%-15%的股份。国资委直接管理下的国企共112家。
黄淑和表示，国有企业的重组和升级正处于关键阶段，实现所有权的多元化是重中之重，对中国经济可持续发展有利。
白英姿承认，投资国企10%-15%股权对财力的要求比较高，大多数私企可能不具备这个财力，这些私企可以联合起来入股。
截止2012年年底，国企的资产总值已经达到了44.8万亿元。在2013年早些时候，最大国企中石油的资产达到了2.2万亿元。相比之下，中国最大的私有集团复兴集团的总资产仅1500亿元。
中国建筑材料集团董事长宋志平表示，尽管国企和私企资产差距悬殊，但如果不再分散股权，都会遇到严重问题。目前，中国建筑材料集团净资产600亿元，其中200亿元由国资委所有，另外400亿元由小股东持有。
根据国资委介绍，民间对国企的投资大多通过与国企子公司或省级国企交易的方式进行。
当然也有特例。2003年，复星集团就与中国医药集团成立了一家合资企业，注册资本达到10.27亿元，为私企和国企之间最大的一笔交易。新成立的合资企业中，复星出资5亿元，获得49%的股权，中国医药集团占51%的股权。
白英姿称，这算是向国企注入民间资本的一次试水。她说，所有制多样化是国企改革的一大方向，所有公司都可以参与进国企重组的过程中。
