　　2008年3月起，姜惠强又先后兼任嘉兴市南环水处理有限公司总经理助理、副总经理，分管南湖区五镇生活污水工程前期手续办理、项目审批、政策处理等工作，并负责项目招标、工程质量监管与安全监督等。

　　手里的权力大了，姜惠强自然而然地成了某些人眼中的“香饽饽”，不时有人向他“孝敬”代金券或是现金，希望得到“帮助”，姜惠强毫不客气地一一“笑纳”。

　　经过一番权衡，姜惠强决定自首，但因心存侥幸，他只向检察机关交代了6万元受贿事实，其他受贿情况则瞒了下来，以为这样能够逃避更大的惩罚，像壁虎一样“断尾求生”。

　　2012年2月，法院依据到案证据认定姜惠强受贿6万余元的犯罪事实，以受贿罪判处其有期徒刑三年，缓刑四年零六个月。

　　就在姜惠强自以为瞒天过海的时候，嘉兴市南湖区检察院通过调查相关线索，一步步地深挖，被姜惠强隐瞒的受贿事实也一件件浮出水面。

　　检察机关查明，2004年至2010年，姜惠强在徐某新建房屋的规划、审核及其挂靠公司承接工程中，给予徐某“帮助”，先后9次收受徐某财物合计价值16.4万元；2008年下半年，姜惠强收受某公司副总经理苏某的现金3万元；2008年至2009年，杭州某公司工作人员蔡某为“感谢”姜惠强在该公司承接的工程中给予的帮助，先后3次送给姜惠强财物合计价值3万元……

　　除了现金和代金券，姜惠强还接受行贿人安排的免费旅游。2009年夏天，姜惠强接受邵某“邀请”，到桂林去玩了一趟，3000元的旅游费都是邵某掏的。

　　自2009年开始，姜惠强为给小孩买学区房、给妹妹装修，不惜以“借”为名主动索贿，每次2万元。胃口越来越大的他，甚至在2010年的一次索贿中，一开口就要13万元。

　　法庭上，检察机关指控，姜惠强利用职务上的便利，非法收受或索取他人财物，合计价值31.7万元。法院审理认为，姜惠强身为国家工作人员，利用职务便利，为他人牟取利益，收受或索取他人财物，已构成受贿罪，检察机关指控的罪名成立，遂作出上述判决。
