　　当天上午10时48分，钦州南珠东大街由于强降雨导致大量积水，一名孤寡老人被困民房内，钦州消防支队特勤中队立即前往救援。消防官兵到达现场后发现，被困老人在一栋民房二楼招手求救，而积水已经包围了整所房子，房子一层大部分被淹，最深处达救援人员的胸部，且水位不断上涨。消防官兵身系安全绳，涉水进屋救援。30分钟后，消防官兵成功将老人救出，并移交居委会处置。

　　在钦州相邻的防城港市上思县，当地念伦水库一木材场内两间民房被洪水围困，成为一座孤岛，8名民众被困。接到报警后，当地消防官兵火速赶往现场，携带安全绳强行淌水到被困民房内，通过架设的安全绳索成功营救全部被困人员。

　　当日中午13时许，一名农妇被困于防城港市港口区公车镇海盐酒精厂对面一处民房内。港口消防大队出动2辆消防车、10名消防官兵前往救援。在冲锋舟的协助下，被困农妇被安全救出。

　　据广西气象台统计，11日白天，防城港防城区的垌中镇、扶隆乡和上思县以及钦州灵山县等地降雨量均超过300毫米。受强降雨影响，防城港市防城河、北仑河以及东兴河水位均超过警戒水位，其中东兴河在13时左右出现超过8米的洪水位。
