调查报告分析认为，目前智能手机市场中出售的新手机中都普遍含有第三方预装软件，并一般分为可卸载和不可卸载（指通过正常手段卸载）。数据显示，有66.8%用户表示他们很少使用手机第三方强制预装软件，经常使用的用户仅占5.3%，另外有27.9%用户表示从不使用该类预装软件。这种不能卸载的第三方预装软件因带有强制性而遭到用户普遍反感，但又无法自行卸载。
近年来，由于预装软件的泛滥，给用户带来的安全隐患也愈发严重。除了占用内存、拖慢手机运行速度影响手机体验外，在用户手机处于联网状态时，部分预装软件会自动后台运行或更新，导致消耗大量手机流量甚至扣费，并且用户难以察觉。数据显示，对于预装软件浪费资费、消耗流量的现场表示不满的用户近50%，手机用户利益难以得到保障。
而就工信部正式介入预装软件市场这一举动，业内人士认为，该政策的实施因触及多方利益恐怕实施起来有一定难度。针对目前手机预装市场的乱象，用户仍应学会主动保护自身权益。
