　　根据措施，下一步将强力推行网上执法办案，所有案件一律实行网上流转，确保每个环节都能进行实时、全面监督和考核。对重大、疑难案件实行集体议案，对命案、重大系列刑事案件、有广泛社会影响的刑事案件，省辖市公安局主管副局长必须亲自审阅案件卷宗，入室盗窃案件及其他重大刑事案件，县级公安机关主管领导必须审阅案件卷宗，并书写阅卷笔录及意见。

　　同时，措施提出，下一步将为河南省内一线出警民警、执勤民警全部配备现场执法记录仪。
