  教师考评师德最重要

  根据该意见,教师资格准入和定期注册、业绩考核、职称评审、岗位聘用、评优奖励的首要内容是师德表现,实行师德表现一票否决制。而对于师德表现的考评,将实行年度评议、师德状况定期调查分析等制度,构建学校、教师、学生、家长和社会广泛参与的师德监督体系。


  教师实行无校籍管理

  中小学校长竞争上岗


  该意见明确要求各地要按照国家规定的各类学校办学条件及标准,确定各类教育编制总量,解决学前教育、特殊教育、高中阶段和高等教育师资相对不足问题。各地要加强编制使用管理,严禁挤占、挪用、截留教师编制,严禁中小学教师“有编不补”和“无编聘用”,继续清理在编不在岗人员。


  今后,义务教育学校校长由县级教育行政主管部门选拔任用并归口管理。按照该意见,我省将推行中小学校长竞争上岗、公开招聘。完善中小学、中等职业学校校长负责制和任期制,每届任期一般为5年,中小学校长在同一所学校任职满两届的原则上应予交流。(王秋婷 武静)
