　　是否恢复“顶层设计” 8个月前“拿不准”

　　近年来，不少人大代表政协委员都提出建议，重建类似于原国家体改委性质的改革顶层设计机构。全国政协委员、中国(海南)改革发展研究院院长迟福林就是其中之一。

　　国家体改委是上世纪80年代至90年代统领改革全局的机构，成立于1980年，在中南海办公，1982年起主任由国务院总理兼任。主要职能是理论创新，设计总体方案，协调各方利益，组织试点。当年，各部委所有改革方案都要送到体改委征求意见，经体改委协调后才能上报。
