Third, this meeting in the Middle East and North Africa situation continues to evolve, Bali to the ninth ministerial meeting of the World Trade Organization soon, many challenges facing the world economy back to growth, related to terrorism, transnational organized crime, drug trafficking, natural and man-made disasters, food security and climate change, held against the backdrop of the rising concern. Foreign Ministers agreed in a responsible and constructive attitude to maintain consultation and coordination on such global and regional issues.

Six Ministers were of the view that the world has entered a new era, is building a multi-polar international system that meets 21st century realities and needs. The Ministers reaffirmed their joint efforts, is committed to the norms of international law, an equal partnership between States and respect for the purposes and principles of the Charter of the United Nations Foundation, build a more stable, secure and equitable international relations. The Ministers agreed to work together to strengthen the United Nations in the maintenance of international peace and security, the central role of guaranteeing social stability and economic development.

  一、2013年11月10日,中华人民共和国、俄罗斯联邦和印度共和国外交部长在新德里举行第十二次会晤。会议气氛真挚热烈。


  二、外长们重申中国、俄罗斯、印度三边合作机制作为增进三国在相关领域内对话和务实合作平台的重要意义,强调三国合作不针对其他任何国家,表示三国决心本着开放、团结、互相理解和信任的精神加强三方对话,在共同关心的全球及地区问题上加强协调与合作。


  三、本次会议在中东和北非形势持续演变,巴厘岛第九届世界贸易组织部长级会议召开在即,世界经济重回增长轨道面临诸多挑战,有关恐怖主义、跨国有组织犯罪、贩毒、自然和人为灾难、食品安全和气候变化等的关切上升的背景下举行。外长们同意本着负责任和建设性的态度就上述全球和地区性问题保持磋商与协调。


  四、外长们对菲律宾近日遭受台风袭击并造成人员伤亡,向菲律宾政府和人民表示同情和慰问。

  八、外长们对2012年11月13日至14日在中国成都举行的第五届中俄印专家救灾三边会议表示满意。会议同意进一步促进该领域信息共享、科技交流以及人员培训的三边合作。


  九、外长们重申恐怖主义是对国际和平与安全的威胁、对人权的严重侵犯以及反人类罪行。外长们谴责一切形式的恐怖主义,无论在何地由何人所为,也无论出于什么动机。外长们认为各国应在联合国的主导下,在《联合国宪章》、安理会相关决议、全球反恐战略以及相关国际法原则和准则的基础上,联手共同打击恐怖主义。外长们强烈谴责10月28日发生在北京的恐怖袭击事件。

  二十五、外长们强调亚太地区应在公认的国际法准则基础上建立开放、包容、透明的安全与合作架构。强调东亚峰会作为各方旨在推动东亚地区和平、稳定和经济繁荣,就共同关心的战略、政治、经济议题广泛开展对话与合作的论坛的重要性。强调有必要加强在各种地区论坛中的协调与合作,包括东盟地区论坛、东盟防长扩大会、亚欧会议、上海合作组织、亚洲相互协作与信任措施会议、亚洲合作对话等。印度、俄罗斯支持中国主办2014年亚信峰会。


  二十六、外长们注意到亚太地区在全球事务中的作用正日益上升,支持推动区域一体化和区域合作。外长们认识到亚太经合组织在营造促进亚太地区贸易和投资以及促进地区一体化的有利环境方面发挥的重要作用。中国和俄罗斯外长注意到印度经济地位日益上升,在推动全球经济增长方面发挥了重要作用,并与亚太经合组织成员间建立了密切的经济和贸易联系,支持亚太经合组织保持开放性。
