这几天北京吸引了全世界的目光，11月9日开幕的十八届三中全会今天胜利闭幕，在全会发表的公报中提出了一系列新目标、新要求，做出了一系列的新举措，新部署。现在正逢中国改革的窗口期，以研究全面深化改革的这次大会，该如何绘就改革路线图？又将会给我们每个人的生活乃至世界带来什么变化和影响呢？

三中全会公报介绍了这次会议全貌，重点指出会议的主要精神，透露出改革的总体思路和方向。三中全会的主要成果是审议通过的中共中央关于全面深化改革若干重大问题的决定，这个决定是指导新形势下，全面深化改革的一个纲领性文件。
特邀专家 张力：
以习近平同志为总书记的党中央，把全面深化改革作为三中全会的主题，来作出决定，作出新的部署，这是具有非常重战略意义的决策。我觉得从公报当中可以看出，全面深化改革的这个意义，首先从全面上来面看，就是它会涉及到社会主义五位一体的总体布局和党的建设制度的改革，甚至军队，国防的改革也包含其中，它是一个全面的，跟原来以往的全会决定只是在某一方面比如经济，比如三农，比如社会等等领域来作出决定，它是完全不一样的。
全会从十五个方面对全面深化改革进行了系统部署，这十五个方面是：坚持和万世基本经济制度，加快完善现代市场体系，加快转变政府职能，深化财税体制改革，健全城乡发展一体化体制机制按，构建开放型经济新体制，加强社会主义民主政治制度建设，推进法治中国建设，强化权力运行制约和监督体系，推进文化体制机制创新，推进社会事业改革创新，创新社会治理体制，加快生态文明制度建设，深化国防和军队改革，加强和改善党对全面深化改革的领导。
张力：
我们改革已经改了35年了，现在是处于攻坚期，深水区，我们现在是要啃硬骨头的时候了，那些容易改的都已经改的差不多了，现在剩下的是大家一起来攻坚克难的阶段，所以这种深化体现在纵深上，我们要在现有的改革基础上要推进一步，要克服阻碍整个党和国家事业科学发展的体制机制上来。
公报明确了全面深化改革的总目标是：完善和发展中国特色社会主义制度，推进国家治理体系和治理能力现代化，这个说法是第一次提出。
这次公报能够明确提出来，这样一个国家治理体系和治理能力和现代化，实际上给我们出了非常大的一篇文章，这篇文章就是怎么来更好的处理好政府、市场，社会方方面面的关系，能够使得这样的一个国家治理和整个国家治理的体系包括能力都是和亿万人民群众的这种参与是分不开的，和我们执政党的执政能力和领导能力的提升是分不开的。
公报强调了要实现全面深化改革就要做到三个解放：进一步解决思想，解放和发展社会生产力，解放和增强社会活力。同时公报中特别强调了：经济体制改革是全面深化改革的重点，核心问题就是处理好政府和市场的关系，使市场在资源配置中起决定性作用，更好的发展政府作用，更好发挥政府作用。

实际上我们从公报里看到的，实际上还是很多我们过去曾经听到过的一些语言、用词，但是它不一样在什么地方？
有继承，但是它肯定有创新，所以从目前整个谋篇布局布局看来，每一层关于改革的部署设计，实际都非常明确，它有非常强烈的导向的，比如说关于在教育和医疗这方面都用了综合改革。为什么要强调综合改革，就是要像习总书记所说的，就是要增强改革的系统性、整体性和协同性，就是希望这样一个整个体制的改革和具体的操作程序的改革，能够相互结合起来也就是说它不仅是一个关于理顺政府和服务提供方面，以及社会之间各方面关系，而且它可能是一个让老百姓能够更好的参与，一起来加入其中，能够一起为改革来贡献力量，甚至参与改革的这种在基层事件当中的设计。
这一次三中全会的召开被全球媒体称作中国改革的重要结点，全面深化改革是它的主题词，引起的全球各界人士的关注。

他叫方俊民，今年56岁。最近他成了武汉三镇最引人瞩目的新闻人物，无数人被他感动、被他震撼，无数人想要去看望他、帮助他。他是什么人，做过什么事情，会引起社会如此的关注？这一切要从28年前讲起。
1985年8月26日下午6点多钟，方俊民和两个同伴去游泳回来，路过东湖九女墩的时候，突然听到有人呼救。
方俊民：
就只想着去救人，所以采取了那个叫最快的方式，就是头朝下那种方式去救人。
救人心切的方俊民一个猛子扎了下去，没想到一下子撞在湖底的石头上。
当时那个人形容，像煮熟了面条这样软了。
由于跳水时头部撞倒水底的水泥平台，方俊民颈部压缩性骨折，神经受挫，最终导致高位截瘫，他永远不能站起来。然后命运却在此时跟方俊民开了一个更为残酷的玩笑，他舍命相救的那个男孩，其实并没有危险，只是在很浅的水里，假装溺水哄岸边的妹妹玩。
那没后悔过，这个小孩也是无意识的。
重伤之后在医院照顾了他五个月的妻子，最终离他而去，方俊民一度失去活下去的勇气，他用头撞墙，用牙咬破自己的手腕。
连累家人一辈子，以后总也好不了，要是我真是有办法死了的话，还给家里减轻负担。
方俊民母亲：
我要死了，拿头撞桌角，他不吃饭，要饿死。
原本幸福的一家人，突然遭遇灭顶之灾，面对一岁多的女儿，面对老母亲，如何继续生活下去，成为方俊民必须要面对的挑战。

方妈妈今年已经83岁高龄，这28年来，就是这样一直默默的照顾着方俊民和他的小女儿。
我妈妈这样无怨无悔地，细心地照顾我，这对我也是很大的鼓舞，大家都在关心我，我也有信心活下去。
慢慢的，方俊民找到了生活的勇气，通过长期的康复治疗，在家人的帮助下也可以慢慢的坐起来了，后来他身边也出现了越来越多的人，默默的关心着他。1995年，武汉市三角路中学知道方俊民的事情后，自发的成立了一支方俊民小分队。从那以后，小分队的成员经常来到方俊民家，和他下下旗、聊聊天，而这也给方俊民的单调生活带来了一点乐趣。
18年来，小分队的成员换了十几茬，但逢年过节和休息时间，就上门看望方俊民的传统却一下也没变。2012年，方俊民专门给学校写了一封信，虽然只有几百个字，但对于一个高位截瘫的人来说，这封信写的并不容易。在这封信里方俊民写到：“感谢大家帮我做家务，跟我聊窗外的世界，使我感到真切的爱，也让我们的生活充满快乐的一面”。然而这些年来，在方俊民心中，其实一直有一个未了的心洁。
有时我出去的时候，别人就问我：“因为什么事情瘫痪了”，我就说：“救人”，那别人就说：“那你就有见义勇为的证书”。
“见义勇为”这一纸证书，代表的是社会对方俊民救人行为的认可，这是方俊民内心里所真正看中的。当时武汉市见义勇为基金会，对于见义勇为的认定对象，为与犯罪分子做斗争人员，而方俊民显然不属此类。2013年陕西话剧院一位曾经采访过方俊民的导演，根据他的事迹排演了一部话剧。6月14日，这部名为《明天》的话剧在武汉公演，这一次方俊民的故事，被武汉市见义勇为基金会的人注意到了，工作人员特意到方俊民的家中探望，被他的故事和生活现状深深打动，决定特事特办专门为他申请，并迅速帮助他上报了相关材料。
时隔28年后，拿到见义勇为证书的方俊民才格外欣喜。
证书是无价的财富，是政府对我的一个肯定，这个证书政府给我发的，武汉市人民政府发的。
方俊民笑了，但这一笑，又会让多少人热泪盈眶。28年前他跳到水中折伤了自己的脊柱，撑起了社会的脊梁。28年来，他和他的家人无怨无悔，一举甚为勇为。而武汉中学生近20年持续不断的志愿服务，也让我们感到温暖，他们携手奏响主旋律，持续传递正能量，是我们的骄傲，更是我们的榜样。
