《中国不怕》一书的作者张民将军是一位80岁高龄的老兵，参加过解放东北、华北、进军大西北作战和抗美援朝战争，也是解放军第一代战略学专家，曾担任中国人民解放军军事科学院战略部副部长、战役战术部部长。他认为，当前美国包围遏制中国的政策没有变，也不会改变。毛泽东当年提帝国主义是“纸老虎”，就是要解决怕的问题。在座谈会上，他表示：“我党我军就是以不怕起家的。中国军队要‘能打仗，打胜仗’必须有不怕强敌的精神。”
