　　东门老宅局促破败990万买花园别墅

　　深圳市罗湖区东升街位于深圳最老旧的片区，濒临东门，这条号称双向两车道的小路旁边，布满了杂货店、发廊、麻辣烫小推车和大排档，就算是一辆小车通行，也局促不已。7支枪正是在这里存放。2011年4月19日，广东省人民检察院在上址———罗湖区东升街查获枪支并扣押，经深圳市公安司法鉴定中心鉴定，上述7支枪支中6支为制式猎枪，1支为制式气枪。

　　黄志光自述，原住的房子是房改房，房子状况不好，周围环境卫生对居住影响也很大。因此，一直都想找一套合适的房子。2007年下半年，他通过义兄黄顺丰了解到罗湖区怡景花园有旧别墅出售转让。

　　黄顺丰上周出庭受审，双方口供证实，该套别墅最后成交价约990万元。检方指控，黄顺丰为了感谢黄志光在宝安、汕头任职这些年来对他的帮助，遂提供120万元，通过银行转账方式转至黄志光儿子的账户上。

　　该笔120万元款项究竟是借款还是行贿款，成为当日庭审焦点。黄顺丰在作证以及侦查阶段，一度做出过有罪供述，后又翻供。

　　据悉，两人都是潮汕人，认识30多年了，黄顺丰是黄志光母亲的干儿子。

　　200米村道耗资320万包工头报纸包钱送礼

　　检方指控，2002年至2003年间，黄志光在担任深圳市宝安区委书记期间，为黄顺丰(另案处理)取得光明街道工程提供帮助。

　　据了解，原任深圳市宝安区光明街道办书记刘业华陈述，其在担任该街道办书记期间，深圳商人黄顺丰为了承接光明街道的工程项目，曾先后三次送给他共计15万元人民币的好处费。2002年下半年的一天，刘与时任宝安区委书记的黄志光在罗湖区的佳宁娜酒店吃饭，当时黄顺丰也在场。黄志光说黄顺丰是潮汕人，是他的好兄弟，让刘业华有机会关照一下。

　　刘业华答应了没几天，黄顺丰便请他吃晚饭。当时只有他们两人，吃饭空隙，黄顺丰把一个袋子交给刘，希望在光明街道的工程项目上关照一下。

　　刘业华回家后，发现收到的袋子里装有人民币5万元，使用报纸包好，共5扎，每扎1万元。这是他在此事上第一次收到好处。2003年上半年，在他的帮助之下，黄顺丰和他的连襟姚长明顺利中标了“光明街道白花示范村道路工程”和“光明街道市民广场绿化工程”两项工程。刘业华陈述，自己出面打电话给光明街道，说黄顺丰是上面领导介绍来的，上述工程具体与黄老板联系。

　　当时宝安区政府规定，200万元以下的工程项目可由街道办自行组织发包，“光明街道白花示范村道路工程”和“光明街道市民广场绿化工程”两项工程的预算价格分别是160万左右和110万左右，所有都是由光明街道办自行组织招标。但在后来结算时，这两项工程的工程款都翻了番，甚至更多。

　　“光明街道白花示范村道路工程”的结算价约320万元，“光明街道市民广场绿化工程”的结算价约为410万元。两项工程合计约700万元，总额超出预算价格约460万。刘业华陈述，后来，因为在这两项工程上的关照，他又先后收到黄的好处费10万元。

　　不过，事情过去10多年，如今在光明街道，这两项工程都已经被淡忘，很多人不知道具体在哪里。白花社区居委会主任、工作站站长周锦文昨日告诉南都记者，2003年，经由光明街道办招投标修建的不过是一条200米长、16米宽的生态示范村入村通道，两年后，白花社区筹资将这条路改造拓宽为83米宽的富民路。

　　一条200米长、16米宽的生态示范村入村通道，看来就是所谓“光明街道白花示范村道路工程”，结算价约320万，平均下来，每米耗费1.6万元，用百元大钞铺就也不过如此。

　　涉“买官”事发前下属落寞退休

　　显然，黄志光在其拜把兄弟黄顺丰承包光明工程的过程中出了力气。他向检方陈述：2002年左右的时候，黄顺丰跟我说他有一个亲戚想在宝安区光明街道拿工程做。他们去找光明街道刘业华书记未果，希望我帮忙，我后来给刘业华打了电话，将情况跟刘说了一下，希望刘业华多多关照他们，按相关的规定让黄顺丰他们承包部分的工程，刘业华答应了，后来听说他们顺利地承包了部分的工程，但究竟承包了多少工程，具体承包了哪里的工程我就不清楚了。

　　而在此前，黄志光和刘业华之间也涉嫌有交易。检方指控，1999年至2001年，黄志光在担任深圳市宝安区委书记期间，利用负责全面工作的职务便利，先后多次收受深圳市宝安区农业局局长、深圳市宝安区光明街道办事处主任、党委书记刘某某给予的现金人民币35万元，为其职务升迁提供帮助。

　　一名在原光明农场工作多年的人士透露，光明农场于1999年实行“政企分设”改革，改设光明街道办事处。2001年12月前后，刘业华从宝安区农业局局长调任光明街道办党工委书记、街道办主任，直到2005年8月。

　　刘业华在光明书记任上，行事较为高调。上述知情人士称，刘业华主政前期表现尚可，在促进区域经济发展、推进同富裕工程方面有一定建树，而在任后期出现了光明安居房质量问题，刘因此被不少归侨侨眷所诟病。2005年8月前后，刘业华带着些许悲情色彩离开光明街道办一把手的位置，前往宝安新安街道办就任调研员一职，享受正处级待遇。宝安区人民代表大会常务委员会会刊2006年第2期相关资讯显示，2006年2月15日举行的宝安区三届人大常委会第十八次会议上，刘业华申请辞去深圳市第四届人民代表大会代表职务获得大会同意。

　　新安街道办内部人士透露，刘业华从2005年至2012年一直在新安工作，但2012年底至今几乎没有在街道办出现过，内部相关名册上也删除了他的名字和联系方式。有人称刘曾被调查，后退休，南都记者未能联系其本人。

　　根据检方指控，黄志光在深圳的涉嫌“卖官”并非唯一。2001年至2002年间，黄志光在担任深圳市宝安区委书记期间，先后两次收受深圳市宝安区教育局副局长郑映通给予的现金人民币40万元、港币2万元，为其职位升迁提供帮助。

　　公开资料显示，2001年到2002年期间，从中学校长提拔上来的郑映通在较长时间里一直任宝安区教育局副局长及主要负责人，直到2002年5月才正式任宝安区教育局局长。郑映通十分活跃，频频见诸报端，也曾多次获得省市乃至国家级奖项或先进荣誉。在宝安区教育局召开的纠治收送“红包“工作专题会议上，作为局长的郑映通曾带头作出拒绝收送“红包”的廉洁表态发言，表明拒收、拒送“红包”的鲜明态度，并严格要求家属、子女和身边工作人员拒收红包。

　　今年1月23日，宝安区五届二次党代会闭幕，传出消息，一度被外界广为猜测、久未露面的原宝安区教育局局长郑映通涉嫌严重违纪，代表资格被终止。具体违纪情况，目前尚未见公开披露。南都记者从知情人士处了解到，最终，位居正处多年的郑映通以科级身份退休。
