《广州市公园条例》明年年底前推出
广州市人大代表、市人大常委会法制工委主任陈小清表示，选取流花湖公园、越秀公园暗访的一大原因是这两个公园之前是收费公园，现在实行免费开放。而1998年颁布实施的《广州市公园管理条例》适用范围只局限于城市的、封闭的、收费的公园，已不能适应现在公园建设和管理的实际情况。
据了解，目前广州市法制办已完成立法公众参与和专家论证等工作，形成了《广州市公园条例(草案)》(下称《条例》草案)，拟于近期报市政府常务会议审议通过后报送市人大。陈小清表示，目前市人大还处在立法前期调研阶段，许多具体规定需要后期进一步调查才能决定，预计明年年底前推出正式条例。
◆细数市民关注的公园问题
噪音为市民不满重点
广州市人大代表、市人大常委会联络工委主任史琨在暗访中收集了不少调查问卷，在向市民咨询时发现，不少市民认为公园噪音太大，而且几乎每个区域都有，对其生活造成很大影响，建议分区管理。
记者了解到《条例》草案中对此有详细规定，包括限音量、限时段、限区域、限扬声设备等。陈小清表示，具体情况还需要再论证才能确定。
配套服务设施不够完善
配套服务设施设置不合理，存在餐饮及游乐项目收费太贵、设施太少等问题也是市民关注的重点问题。有市民表示，公园的硬件设施还是不错的，但是人工的痕迹太重，古老的文化保留的不够，他表示之前在加拿大，他们古老的东西就保留的很好。
广州市人大代表、广东财经大学教授张晋江在越秀公园暗访时告诉记者，她看到许多公园的配套服务设施仍不够完善，以一段上坡路为例，很长的一段路都没有供人休息的座椅，而且一些桥比较陡，不利于老人行走。对于有些市民担心服务设施太多会破坏园林景致的问题，她认为，这些配套服务设施完全可以做到融入已有的景致之中，成为一道风景。
高档消费场所亟需减少
今年4月，《人民日报》记者到北京、成都、广州等地暗访“吃喝公园”，流花湖公园榜上有名。
《条例》草案第二十条规定了公园内配套商业服务设施的建设标准和要求，明确禁止政府投资建设和管理的公园建设会所、酒吧、高档餐馆、夜总会、酒店、宾馆等不符合公园功能或者有碍公园景观的设施，禁止将亭、台、楼、阁等园林建筑改建为营利性服务设施，并要求不符合规定的设施应当限期拆除或者整改。
对于市民提出是否届时可以立刻关停诸如流花湖公园内“小白宫”与唐苑酒家这些高档食肆，陈小清表示，这是历史遗留问题，需要立法以后逐步解决。
拟为宠物建专用厕所
《条例》拟规定宠物可以入园。陈小清表示，这个规定是有前提的，宠物只能在规定的范围内活动，并将为宠物建专用厕所，以满足养宠物的人群的需要。
