　　公报提出，全面深化改革的总目标是完善和发展中国特色社会主义制度，推进国家治理体系和治理能力现代化。在中国国家行政学院教授汪玉凯看来，上述提法为完善社会主义制度总目标作出了明确定位。

　　“治理体系关乎各方面制度的完善和与时俱进，治理能力则是指执政党和政府如何在保持较小成本的同时跟上时代要求。”汪玉凯指出，这对新时期执政者提出了更为宏大的命题。
