罗援少将表示：“成立核心机构精干、权威，但辐射面广在我国已经酝酿了很长时间，我和一些政协委员、人大代表也曾经提出过类似的提案，随着酝酿的深入，这次在三中全会上正式提出，表明时机已经成熟。设立国家安全委员会主要是为了应对错综复杂的周边安全环境、保障国家安全的长治久安。该机构成立后，将有利于协调与国家安全有关的机构，有利于国家安全决策的高效快速，有利于整合战略资源，以利于更好地保卫国家安全。”
至于国家安全委员会的具体设置，罗援少将表示，还不得而知。但据他的提案设想，这个机构应由国家主要领导人领衔，应是包含军事、安全、公安、外交、经济、金融各方的大安全体系，其结构将是〝小核心，大外围〞，即核心机构精干、权威，但辐射面广，涵盖传统安全和非传统安全领域。
三中全会的公报指出，要改进社会治理方式，激发社会组织活力，创新有效预防和化解社会矛盾体制，健全公共安全体系，设立国家安全委员会，完善国家安全体制和国家安全战略，确保国家安全。《环球时报》评论指出，维护国家安全是中国21世纪的重大课题，中国在越来越强大，但国家安全形势越来越复杂，成立国家安全委员会来得正当其时。成立国家安全委员会必将强化中国的“大安全”概念，也会触动我们对国家安全内涵不断变化的更多思考。过去国人对国家安全的认识大多局限于传统安全领域，如国防建设、大国博弈、领土安全等等。但现实已在不断提醒我们，21世纪中国国家安全的内容远不止这些。经济、特别是金融安全的重要性异军突起，信息安全也在互联网时代有了特殊含义，此外很多领域的安全变得界限模糊，相互交错。全球化还催生出一些隐形的“国界线”，如何守护它们对我们来说很陌生，这一切对国家主权的传统认识形成挑战。
