New National Security Committee: meeting national security extension extension requirements

早在上世纪80年代，高层就已经想到把军队、安全、综合治理统一，当时就已经考虑到建立国家安全委员会的事宜，也是改革的一部分。但后来这个改革实际上是停滞了。2000年，国家安全领导小组成立，与中央外事工作领导小组合署办公，但这个小组并不是一个机构。
现在这个改革重启。成立国家安全委员会标志着国家安全问题的机构化和法治化。国家安全委员会是通过法律手段，包括制定法律法规、组织研究等各方面，应对各种势力对我国国家安全的威胁，统筹军队、武警、警察、安全和情报力量、社会综合治理等各个协同之间执法的协调，使其既各有分工，又统一协调。
比如反恐，这是国家安全的一个重要方面，牵涉军队、武警、公安和情报机构等诸多方面。如果没有一个统一机构，出了事情到底谁管？这可能出现职责不清、分工不明、协调不力的情况。例如，中国现在的边防有的归解放军，有的归武警，有的归公安。国家安全委员会成立后，可能建制归属将更加统一，其义务、职责等都有调整，管理将更加有力。也有外交的问题，涉及境外势力对我国安全产生的威胁，需要外国进行司法协助。
国家安全有很多外延概念，包括抗灾等。国家安全委员会的构成将会有军方、情报机构、其他另设机构等，因此首先要解决的是跨部门的协作问题。随着时代的发展，国家安全的外延将不断扩展，包括生物安全等。
放眼世界，不少大国都有自己的国家安全委员会。美国的国安委由参联会、国务院、司法部等高级别官员乃至一把手直接参与。前苏联国安委是专门的机构。
中国现在这个时期，必须到了参照其他大国经验的时期了。建立国家安全委员会，有助于加强统筹，加强法治化。在重大的国家安全问题上，不至于出现“缝隙”和漏洞；在立法和执法过程中，不至于出现一些不理想的、不适合现代政治的状态。
