　　十八届三中全会再次表明改革开放的信心无可动摇、步伐无可阻挡，再次向世界宣示：共产党人的激情与梦想长存，决心和勇气仍在

　　英国《卫报》不久前曾发文感慨，正像100年前的1913年，全球秩序变化的种子在2013年开始显现，不过现在的焦点是中国。

　　随着世人瞩目的十八届三中全会落下帷幕，似乎是35年前初冬时节那次重要会议的历史共鸣，澎湃的改革潮音再次响彻神州大地。在改革声浪的上下激荡和交响之中，这次会议对全面深化改革开放进行了总部署、总动员。而中国在新起点上的再次出发，也必将汇聚起改变历史的力量。

　　虽然一个表述的改变——如市场配置资源作用的“基础性”变成“决定性”，或是一项制度的存废——如劳动教养制度，会引来众多关注。但要读懂改革，无疑需拉开更广阔的视野。战略重点、优先顺序、主攻方向、工作机制……新思想、新论断形成，时间表、路线图划定，新愿景、新目标绘就，全面深化改革的恢宏蓝图，反映了社会呼声、社会诉求、社会期盼，凝聚起共识和智慧，更鼓荡起勇气和信心。

　　所有对中国稍有了解的人，都不会否认近30多年发展的巨大成就；但也只要对中国稍有了解，就能看到未来改革的道阻且长。国务院发展研究中心曾预测，1个农民工变成城市居民政府要花2.4万元，2.6亿农民工哪怕1/10“市民化”就要花6300亿元，相当于中国2012年GDP的1.2%。这才是中国改革巨大成本的九牛一毛，从教育、医疗到住房、养老，哪个成本低廉？而转变发展方式、增强创新能力，转变政府职能、理顺体制机制，更不是“靠人民币就能解决的问题”。

　　面对多元的利益格局、复杂的矛盾冲突、巨大的风险挑战，有人担心改革者的决心和勇气，有人怀疑改革者的立场和态度，甚至散布不敢改革、不愿改革、不应改革的言论。但正如习近平总书记不断强调的，惟其艰难，才更显勇毅；惟其笃行，才弥足珍贵。改革开放到了一个新的重要关头，除了横下一条心、杀出一条血路，没有选择；除了逢山开路、遇水搭桥、攻坚克险，没有他途。十八届三中全会继续高高举起改革开放的大旗，再次表明信心无可动摇、步伐无可阻挡，再次向世界宣示：共产党人的激情与梦想长存，决心和勇气仍在！

　　高举改革开放的旗帜，行动最有说服力。改革开放之初，贵州省委书记曾以“拔河比赛”比喻包产到户的推广，“那一边是千军万马的农民，这一边是干部”，干部的认识落在了群众的后头；而为了说明盖楼出租并非“卖国”，深圳罗湖的干部都会背列宁语录：消灭土地私有制并不要求消灭地租。35年改革开放的征程，无时无刻不需要与陈旧的观念、僵化的思想、冒进的冲动、小富即安的懈怠宣战。如今，改革进入深水区，无论简政放权还是调节收入，仍有部门、地方的利益掣肘，仍有保守、畏难的观念藩篱。方此之时，不能进一步解放思想、实事求是，就难以看清各种利益固化的症结，难以找准突破的方向和着力点，既跟不上中央的改革步伐，更会有负于人民群众的期待、愧对历史赋予的使命。

　　1978年，邓小平访问日本，被问及乘坐新干线列车的感受时，这位中国改革开放的总设计师“一语三关”地说：“就感觉到快，有催人跑的意思，我们现在正适合坐这样的车。”今天的中国，虽然高铁总里程过万公里，稳居世界第一，却仍有“被催着跑”的紧迫感。实践发展永无止境，解放思想永无止境，改革开放永无止境。改革任重道远，但“没有比人更高的山，没有比脚更长的路”，以更大的政治勇气和智慧、更有力的措施和办法推进改革，锲而不舍坚持、义无反顾向前，我们脚下的每一步，都是通往胜利的新里程。
