The Court held that the defendant's conduct constituted bribes to Zheng Erlu, given its statements faithfully facts of the crime, and has withdrawn from the full proceeds of penitence, lighter punishments according to the law, then made the above verdict according to the law.

　　新华网郑州11月13日电(记者宋晓东、王烁)近日，河南省新蔡县法院对平舆县公安局原党委书记、局长郑二鲁受贿一案作出一审判决，依法以受贿罪判处其有期徒刑十三年零六个月，并处没收个人财产50万元。

　　郑二鲁在2006年至2012年6月期间，利用其担任平舆县公安局政委、局长的职务便利，先后多次收受他人财物，总计人民币253.5万元、英镑1万元、价值8.5万元人民币手表一块和价值11.26万元住房一套。其中，郑二鲁先后收受下属35人次贿赂，共计人民币172.5万元、英镑1万元，在人事调整、晋级晋职等方面为他人提供帮助；收受4个房产、工程建设公司负责人贿赂共计人民币81万元、住房一套及手表一块，为其在工程建设、项目改造等方面提供帮助。

　　法院认为，被告人郑二鲁的行为已构成受贿罪，鉴于其如实供述犯罪事实，且已退出全部赃款，有悔罪表现，依法可从轻处罚，遂依法作出上述判决。
