  屏山的西汉冶城遗址很重要,保护遗址可以与地铁建设结合在一起。福州二中老师、收藏家张祖仁提出,可以将地铁站的外观建成仿汉代建筑,在车站内部增设古遗址展览,内部装饰的元素也可从西汉建筑中提炼。地铁站在不失去本身功能的同时,也可作为一个小型地下遗址博物馆,供游人参观。

  为解决好地铁建设和文物保护之间的矛盾,福州市地铁公司和市文物考古队本着“既有利于文物保护,又有利于经济建设”的方针,经过深入研究,参照国内外其他城市在建设地铁过程中,采取了“统筹兼顾,交叉施工”的原则,地铁建设队伍在完成破除现状路面和围护结构后,立即主动退出场地,将场地交付考古队,二者相互支持、密切配合,基本实现了加快地铁建设和搞好文物保护的协调统一。


  目前,福州市文物考古部门仍在增派人手,开展地铁屏山站的考古发掘工作。根据目前的进度,预计在2013年11月底至12月初可基本完成地铁屏山站考古抢救性发掘工作。

  11月9日,国家文物局督察司组织著名考古专家徐光冀、信立祥到福州现场考察了屏山地铁站考古工地,随后和福建省、福州市有关方面进行了座谈,确定了在地铁建设中文物保护优先的原则,并要求当地照此原则拟定新的考古方案。

  福州目前所面临的这一事件,其实是当下很多地方的一个缩影和写照。近些年来,地方为了实现经济、社会的快速发展,在很大程度上忽视了文化建设。尤其面对当地文物古迹的发掘、保护时,往往呈现出粗鲁、漠然的态度。城市建设与文物保护,这对永远“纠缠不清”的话题,到底孰重孰轻,又该如何面对,何去何从?


  城市建设与文物保护 有没有两全之策?


  2015年,福州地铁1号线将全线开通,当遗址保护遭遇地铁建设,我们只能取舍,但我们舍弃的,也许将永远失去。城市建设与文物保护之间的冲突,几乎每个城市都要面对。屏山地铁站考古,留给福州的不仅仅是上千件文物,也留下了一道难题——今后,假如再遇到类似困境,我们能不能找到一个两全之策,能不能做得更好,多一份从容,少一些遗憾?


  建座博物馆让历史与现实交织


  虽然遗迹还没有发掘完毕,但是越来越多的人已经开始关注遗迹如何处置这一问题,将地铁站设计成博物馆这一想法渐得人心。在专家看来,将地铁站建成博物馆同样具有一举两得的效果。目前考古队已经切割了不少古建筑、古道等遗址,安置它们本身就需要要做大量工作,而未来地铁站建设时也需要设计施工,将地铁站建成博物馆,不仅不需要多花钱,还能解决古迹安置问题。专家们认为,将古城遗迹和文物融入地铁站建设当中来,技术上并不存在困难。关键是,有关部门需要下定决心,促成此事。设想一下,当我们进出地铁的时候,脚下踩着的是数百年乃至千年以前的古道,身边看到的是古朴沧桑的陶器和古建筑墙壁,这将是一种什么样的感受?


  借鉴保护瓮城遗址做法对闽越古城遗址进行保护


  福州市政府回应称,文物考古采用的方案应结合各地实际,因地制宜地去制定。屏山站遇到的情况属于“路面下考古挖掘”,相关部门和文物保护专家经过深入研究,决定借鉴北京市在通州运河核心区开发和轨道交通建设中发现通州城墙及瓮城遗址后的做法,对此次屏山站发掘涉及的区域全部掏空,进行遗址切割、三维数字扫描、动静态影像纪录等,并考虑在今后将考古成果进行保护展示。


  目前,福州市文物考古部门仍在增派人手,加班加点抓紧屏山站的考古发掘工作,相信考古发掘工作能够如期完成。根据目前的进度,预计在2013年11月底至12月初可基本完成地铁屏山站考古抢救性发掘工作,从而实现对地下古遗址的有效保护。


  借鉴西安经验


  福州大学城市规划系讲师彭琳在接受电视访谈时说,如果在规划阶段,地铁建设单位能充分考虑考古部门的意见,在选线时避开可能埋有遗址的区域,就不会出现现在的两难境地。她认为,西安的经验值得借鉴,他们在地铁工程规划阶段就做好了文物保护规划,在施工阶段考古人员跟着当“监工”,一旦发现文物,地铁施工立即停止。


  城市建设应该给文物保护让位


  福建博物院考古研究所研究馆员高健斌在接受媒体采访时表示,这次考古发掘的建筑遗址,等级非常高,是福州建城历史最早的见证。他说,公开喊话的目的只有一个,就是希望政府能够给予更多的时间和经费,对屏山一带的遗址进行全面发掘。“按照最初的计划,政府给的考古发掘时间是4个月,但从目前的发现来看,内容很丰富,已经不是单一一个时期的,远远超出预期,4个月时间完全不够。如果11月30日一定要中止考古,那遗址会受到毁灭性打击。”高健斌说,文物是不可再生资源,弄丢了就没了,再也找不回。“不能因为满足当下的需求,而把千年文明丢弃,所以,城市建设应该给文物保护让位”。
