　　南宁市房屋产权交易中心党委书记黄鹏介绍，南宁市住房保障和房产管理局属于行政事业单位，有政治理论和相关业务学习的要求。他表示，由于每周有学习时间的硬性要求，不得不学习；另外，在房产业务方面每一阶段都会有新的变化，因而有必要组织职工学习新的政策及相关法律法规。

　　“鉴于每周二下午因为学习不对外办公易给群众造成困扰，我们决定相关业务窗口星期六全天上班，同时在南宁市会展中心新增服务点，以‘分流’形式减少群众排长队，方便群众办理业务。”黄鹏表示，南宁市住房保障和房产管理局还努力为群众提供上门鉴证服务，只要残疾人、老年人等特殊群体打电话预约，即派工作人员上门服务，避免他们排队辛苦；此外还将加强信息化建设，群众在网上预约就可办理申请查档等业务，努力为群众提供更好服务质量。

　　南宁市社会保险事业局局长刘德宁表示，社保业务较复杂，新的政策也比较多，除了学习还有数据、档案的整理等，因而星期二、五下午安排了学习时间以提高职工的理解能力和业务水平。为减少因业务学习、整理档案等给群众办理业务造成不便，南宁市社会保险事业局加强整改，立即出台措施努力兼顾政策学习和业务办理两不误。

　　刘德宁告诉记者，南宁市社保局将实行职工分期分批业务学习，同时在六个城区社保管理部的业务窗口安排专门人员值守，不打折扣的继续办理相关业务，避免群众吃“闭门羹”的情况出现。
