探索建立公款消费审计监督制度

在三公经费中，公务接待费是最容易被模糊处理的一项。昨日深圳市审计局一位负责人透露，2013年上半年，市审计局对市本级9个一级预算单位的部门预算执行情况进行了审计，重点审计了会议费、培训费等公务支出，发现市监局、住建局、法制办等7个单位在项目经费中超预算或无预算列支会议费、培训费共1202.87万元。该局分析，由于现行的部门预算未对项目经费进行细化，对某类项目名下的支出内容缺乏有效的预算控制，预算单位的会议、培训频次与规模难以约束，造成项目经费中普遍超预算或无预算列支会议费、培训费。
深圳审计局透露，深圳市目前正在探索建立“具有深圳特色的公务支出、公款消费审计监督制度”。
