　　《法制日报》记者从广东省深圳市两级法院家事案件审判方式改革工作会上获悉，深圳法院近年年均受理五六千件一审家事案件，其中2011年6010件，2012年5636件，今年1月至10月达5647件，总体上超过传统民事案件的30%，案件数一直处于高位运行态势。

　　面对这些社情民情的新变化，沿袭传统纠纷解决模式，难以应对日益复杂的家事纠纷，只有通过改革寻求有效化解矛盾方式。

　　据了解，早在2012年年初，深圳宝安区人民法院就首开先河着力于创新家事案件审判方式改革。2012年9月，深圳市中级人民法院将创新家事案件审理方式改革作为重大改革创新项目之一，并将宝安区法院列为全市法院家事审判改革试点单位。广东省更是将宝安区法院此项改革列为2013年“法治惠民工程”重点项目。

　　宝安区法院通过设立家事案件专门受理窗口、推行调解前置程序等方式，开辟家事案件立案流转绿色通道；通过制定符合家事案件特点的举证、质证规则，强化法院调查取证职责，使调解贯穿于家事纠纷案件处理过程始终，形成“劝、批、谈、教”调解新模式，建立完善的人身安全保护、财产申报、家事调解员、家事调查员、离婚证明书、心理疏导、跟踪回访帮抚等制度，探索建立一套符合家事案件审判规律的工作机制。

　　同时，宝安区法院推动建立一套行政与司法相互衔接的家事纠纷综合协调解决机制，解决影响家庭关系和谐稳定的根本性、源头性和基础性问题。包括与妇联、团委、工会、居委会等合作，建立纠纷前置司法解决机制；与公安、司法、妇联等合作，建立案件审理过程中协作、配合机制；与妇联、民政、社工、义工组织等合作，建立心理疏导、诉后跟踪、回访及帮抚机制；与公安、民政、基层群社组织等合作，建立家庭危机援助机制。

　　此外，为适应家事案件的特点，确保家事审判团队的适岗性，宝安区法院专门举办家事案件审判业务培训班，对从事家事审判的法官、助理及其他工作人员进行系统培训，努力打造一支具有社会公信力的家事审判队伍。

　　据了解，宝安区法院开展家事审判方式改革以来，受理家事案件3067件，结案2761件，结案率90.02%，其中撤诉518件，调解1510件，调撤率66.12%。

　　深圳中院在宝安区法院试点基础上，制定《深圳法院家事审判工作规程》等一系列制度规范，基本形成较为全面、系统、协调、创新的家事案件审判方式改革规划：以探索建立一套集治疗、矫正、服务功能为一体的家事案件审判工作机制，推动建立一套行政与司法相互衔接支持的家庭危机援助体系为方向，建立专业化审理制度，完善人身安全保护机制，建立家事案件财产申报制度，改革家事案件法律文书，搭建家庭纠纷综合解决平台，加强儿童权益保护制度。
