保安拒绝游人上岛的理由有两个：一是，岛上正在建设独门独栋的高级别墅，一套别墅动辄几百万甚至上千万，一般人买不起；二是，岛上建有高尔夫球、网球等运动会所，专门针对会员提供有偿服务，所以只有别墅业主或运动会所的会员才能放行上岛。
苏先生所说的湖心岛在石家庄市区北部，位于中华北大街和胜利大街之间的滹沱河河段中央，占地面积近1600亩，原来的湖心岛现已被更名为“河心岛”。

明明是政府打造的民心工程――河心岛生态公园，怎么就拒绝普通市民上去参观旅游了呢？这样的事情也曾发生在李先生身上，李先生是自行车骑行爱好者，经常到市郊周边旅游，以往周末的时候经常骑车到河心岛游玩，没想到政府花费纳税人的钱，斥巨资治理好了滹沱河周边的环境，普通民众却不能分享岛上风景，只被极少数富人“霸占”。
李先生一边回忆一边说：“我和好几个朋友周末结伴骑自行车到河心岛时，就被入岛口的保安给拦了下来。”
该岛附近的保洁人员说：“出入河心岛的都是高级轿车，河心岛就是‘富人岛’，岛上正在建别墅，假如车不够气派的话都不让进去。”

如今，石家庄市民谈论河心岛时都会这样回答，“那是富人住的别墅岛。”一个违规建设的别墅项目为何能如此高调？
别墅和高尔夫球场用地是国家三令五申明令禁止的项目，早在2003年的首次“禁墅令”后，2006年5月31日，国土资源部公布《关于当前进一步从严土地管理的紧急通知》，要求 “全国一律停止别墅类房地产项目供地和办理相关用地手续，并对别墅进行全面清理。”
2008年1月，国务院下发《关于促进节约集约用地的通知》强调“合理安排住宅用地，继续停止别墅类房地产开发项目的土地供应。”
2012年2月，国土资源部发布《关于做好2012年房地产用地管理和调控重点工作的通知》，重申“严格控制高档住宅用地，停止别墅类用地的土地供应。”
国家不仅一直在叫停别墅项目的开发，高尔夫球场用地的建设也是作为禁止性开发项目。2004年，国务院办公厅印发《关于暂停新建高尔夫球场的通知》，明确指出“暂停新建高尔夫球场，清理已建、在建的高尔夫球场项目。”
