  近日,国务院办公厅转发了教育部等部门《关于建立中小学校舍安全保障长效机制的意见》,全国城镇和农村、公立和民办、教育系统和非教育系统的所有中小学(含幼儿园),都将通过年检、预警、信息通报公告以及责任追究等途径,全面加固校舍安全保障机制。教育部有关负责人针对记者的问题,解读了相关政策措施。


  校安工程没有完成时


  记者:我国自2009年实施的中小学校舍安全工程已经结束,此次出台的意见与校安工程有何联系?


  教育部负责人:校安工程虽然结束了,校舍安全工作永远不会结束。新世纪以来,党中央、国务院先后部署实施了一系列校舍建设工程,特别是实施校安工程,校舍抗震设防和综合防灾能力显著提高。但校安工程只是解决了重点地区的重点问题,还有部分校舍未达到国家安全标准,存在安全隐患。我国中小学校规模庞大、基础薄弱,一些建设时间较早、不符合现行标准的校舍仍在使用,出台完善的制度予以保障刻不容缓。


  此外,由于近年来灾害频发,灾损不断,每年都有部分校舍因灾受损或达到使用年限,需要进行抗震鉴定,新建和加固改造后的校舍也需要加强安全维护和日常管理。因此,一定要把这项工作当成一项长期而艰巨的任务。


  中小学校舍信息管理全国联网


  记者:校安工程实施三年,都取得哪些成绩?


  教育部负责人:校安工程实施三年多来,我们基本摸清了校舍安全的“家底”。全国共排查鉴定学校37.5万所,单体建筑物217万栋,校舍面积14.5亿平方米,第一次全面摸清了中小学校舍场址分布、建筑质量和安全状况,对哪些校舍存在安全隐患,存在什么样的隐患,都做到了心中有数。通过加固改造,全国已竣工学校14万所,校舍面积3.5亿平方米,近四分之一校舍旧貌换新颜。2012年以来,校安工程校舍连续经受住了新疆和田“8·12”地震、云南昭通“9·7”地震及四川芦山“4·20”地震等32次5级以上地震的严峻考验,无一栋因灾倒塌和致人伤亡。不少学校还发挥了应急避难的作用,成为居民临时安置点和救灾物资储备所。


  特别需要强调的是,与校安工程实施同步,各地按照统一的技术标准和工作要求,建成了涵盖41万所中小学校(含教学点)、214万栋单体建筑物基本信息的中小学校舍信息管理系统,首次实现了对校舍安全的动态监控和信息化管理。


  地方人民政府是校舍安全的责任主体


  记者:在校舍安全长效机制中,责任主体如何确定?


  教育部负责人:根据意见,地方人民政府是校舍安全的责任主体。建立长效机制由省级政府统筹组织、市级政府协调指导、县级政府组织实施。教育、发展改革、公安、监察、财政、国土资源、住房城乡建设、水利、审计、安全监管、地震、气象等部门按照部门职责,分别履行相关责任。保障农村义务教育阶段中小学校舍安全资金由中央和地方共同承担。省级人民政府负责统筹落实地方资金,制订省、市、县三级政府具体分担办法。在校舍建设过程中,当地政府主要负责人和各环节相关责任人都要签字,负终身责任,校舍如果出现质量问题,即使相关人员离开了原岗位也要追究责任。


  六项重点任务建成长效机制


  记者:建立长效机制主要有哪些重点任务?


  教育部负责人:主要有六项:一是建立校舍安全年检制度;二是完善校舍安全预警机制;三是建立校舍安全信息通报公告制度;四是完善校舍安全隐患排除机制;五是严格校舍安全项目管理制度;六是健全校舍安全责任追究制度。


  每所学校、每栋建筑都要实现信息公告


  记者:意见提出要进行校舍安全的信息发布,如何实现?


  教育部负责人:信息发布制度将依托中小学校舍信息管理系统,督促各地以县为单位,根据校舍年检结果,如实填报每一所学校的基本信息、每一栋建筑的详细信息以及开展校舍安全年检、实施校舍维修改造等相关信息。相关部门对中小学校舍信息数据进行统计分析,向各省级政府通报可能存在安全隐患的校舍信息,并每年定期向社会发布全国中小学校舍安全信息公告。地方各级政府也要建立相应的信息通报和公告制度。省公告市、县一级的情况,县公告到每一所学校、每一栋建筑。


  中央重点支持中西部学校排除校舍隐患


  记者:意见要求排除校舍安全隐患,各级政府对此有哪些保障措施?经费应如何保障?


  教育部负责人:排除校舍安全隐患工作由省级政府综合考虑行政区域内各市、县面临自然灾害的危害程度以及校舍状况等因素,区分轻重缓急制定相应的年度实施计划,足额安排资金及时排除校舍安全隐患;县级政府结合本地实际,分类分步组织实施。考虑到中西部地区财力较弱,中央将重点支持中西部农村义务教育阶段学校,资金通过农村中小学校舍维修改造长效机制统筹安排。其他教育阶段保障校舍安全资金由地方及其他渠道安排。民办、外资、企(事)业办中小学所需资金由投资方和本单位负责落实,当地政府给予支持。对未达到重点设防类抗震设防标准或达到设计使用年限仍需继续使用的校舍,每年进行一次鉴定;达到重点设防类抗震设防标准的,每5年进行一次鉴定。对存在重大安全隐患、影响安全使用的校舍,要及时发布安全预警。
