  纾解基层公务员的难与烦(人民时评)

  从组织部门来说,多提供宽广的发挥空间,是纾解基层公务员难和烦的最好途径;对于基层公务员自己,“生活上要知足,学习上要不知足,工作上要知不足”


  一个社区挂了27块牌!除社区服务中心、政务服务中心、人民调解委员会等外,还有关心下一代工作委员会、残疾人协会、绿色网吧……


  近日流传甚广的这张照片,正是社区工作的写照。林林总总的标牌,折射其职能繁多、任务繁重,也反映社区工作者“工作有交叉,分工不分家”的超负荷劳作。以这张照片中的广西南宁明秀北社区为例,11个工作人员服务6000多位居民,其中还有400多流动人口,压力可想而知。


  “上面千条线,下面一根针。”中央政令能不能落地,往往取决于基层公务员能否理顺“千条线”、顺利穿过“一根针”,其重要性可见一斑。也正因为身处行政层级的“末端”、为民服务的“前线”,这些公务员们有着普遍的“难”和“烦”。


  曾有一位镇长这样自我吐槽:“说我们是一方诸侯,恐怕是‘猪猴’吧。乡镇长是‘猪’,特别能吃窝囊;乡镇书记是‘猴’,县里一敲锣我们就得上场。”话糙理不糙,基层公务员“权力无限小,责任无限大”。对上,他们要承担硬任务,从社会治安综合治理、计划生育、招商引资,到安全生产、节能减排、环境保护,一件都不能也不敢掉以轻心;对下,面对群众,工作同样不好做,既要约之以法,更需晓之以理、动之以情。于是,“难”成了普遍的工作状态。


  因为难,所以烦。一面是工作的压力,一面是冷嘲热讽;一面是飞涨的物价,一面是不高的工资;一面是攀援的渴望,一面是逼仄的升职空间……此外,还有基层公务员喟叹,自己有时是上级机关的挡箭牌、群众发泄不满的出气筒,有时是突发事件的灭火器、危机公关的牺牲品。尤其是那些刚入此行的年轻人,飞扬的青春要面对琐碎的现实,机械的重复工作难免带来内心的徘徊,“烦”有时成为他们的一种心态,也就并不奇怪了。


  正因为这样的难和烦,少数基层公务员陷入价值迷思,甚至走上违法犯罪的歧途。而个案又让一个群体在舆论场中被脸谱化,甚至被污名化。在这样的情况下,更需给基层公务员以理解而不是误解;以尊重而不是漠视。调动基层公务员的积极性,他们才有动力为群众服好务;尊重他们的合法权益,他们才更有激情贡献才智。多倾听他们的心声,多解决他们的合理诉求,多为他们提供宽广的发挥空间,这是纾解基层公务员难和烦的最好途径。


  近日,一名六旬老者在网上对基层公务员的劝诫,同样发人深省:如果“俯下身来”比比下岗职工,比比农民工,“你们就是幸运儿啦”!“公务员们要正确对待自己,正确对待社会。首先要做改革的带头兵,积极呼吁并推进社会的公正与公平。‘生活上要知足,学习上要不知足,工作上要知不足’”。即便现实有不尽如人意之处,仍需摆正心态、胸怀梦想。基层公务员在与群众打交道的过程中,更能感受到工作的分量、责任的力量;在为民做实事的过程中,面对民心的凝视、民声的激赏,自有艰难之外的欢愉与尊严。
