一个社区挂了27块牌！除社区服务中心、政务服务中心、人民调解委员会等外，还有关心下一代工作委员会、残疾人协会、绿色网吧……
近日流传甚广的这张照片，正是社区工作的写照。林林总总的标牌，折射其职能繁多、任务繁重，也反映社区工作者“工作有交叉，分工不分家”的超负荷劳作。以这张照片中的广西南宁明秀北社区为例，11个工作人员服务6000多位居民，其中还有400多流动人口，压力可想而知。
“上面千条线，下面一根针。”中央政令能不能落地，往往取决于基层公务员能否理顺“千条线”、顺利穿过“一根针”，其重要性可见一斑。也正因为身处行政层级的“末端”、为民服务的“前线”，这些公务员们有着普遍的“难”和“烦”。
曾有一位镇长这样自我吐槽：“说我们是一方诸侯，恐怕是‘猪猴’吧。乡镇长是‘猪’，特别能吃窝囊；乡镇书记是‘猴’，县里一敲锣我们就得上场。”话糙理不糙，基层公务员“权力无限小，责任无限大”。对上，他们要承担硬任务，从社会治安综合治理、计划生育、招商引资，到安全生产、节能减排、环境保护，一件都不能也不敢掉以轻心；对下，面对群众，工作同样不好做，既要约之以法，更需晓之以理、动之以情。于是，“难”成了普遍的工作状态。
因为难，所以烦。一面是工作的压力，一面是冷嘲热讽；一面是飞涨的物价，一面是不高的工资；一面是攀援的渴望，一面是逼仄的升职空间……此外，还有基层公务员喟叹，自己有时是上级机关的挡箭牌、群众发泄不满的出气筒，有时是突发事件的灭火器、危机公关的牺牲品。尤其是那些刚入此行的年轻人，飞扬的青春要面对琐碎的现实，机械的重复工作难免带来内心的徘徊，“烦”有时成为他们的一种心态，也就并不奇怪了。
正因为这样的难和烦，少数基层公务员陷入价值迷思，甚至走上违法犯罪的歧途。而个案又让一个群体在舆论场中被脸谱化，甚至被污名化。在这样的情况下，更需给基层公务员以理解而不是误解；以尊重而不是漠视。调动基层公务员的积极性，他们才有动力为群众服好务；尊重他们的合法权益，他们才更有激情贡献才智。多倾听他们的心声，多解决他们的合理诉求，多为他们提供宽广的发挥空间，这是纾解基层公务员难和烦的最好途径。
近日，一名六旬老者在网上对基层公务员的劝诫，同样发人深省：如果“俯下身来”比比下岗职工，比比农民工，“你们就是幸运儿啦”！“公务员们要正确对待自己，正确对待社会。首先要做改革的带头兵，积极呼吁并推进社会的公正与公平。‘生活上要知足，学习上要不知足，工作上要知不足’”。即便现实有不尽如人意之处，仍需摆正心态、胸怀梦想。基层公务员在与群众打交道的过程中，更能感受到工作的分量、责任的力量；在为民做实事的过程中，面对民心的凝视、民声的激赏，自有艰难之外的欢愉与尊严。
